5th International Conference <strong>of</strong> <strong>Chief</strong> <strong>Justices</strong> <strong>of</strong> <strong>the</strong> WorldWelcome Address at <strong>the</strong> Inaugural Session byHon’ble Mr <strong>Justices</strong> Bhanwar S<strong>in</strong>ghJudge <strong>of</strong> <strong>the</strong> Allahabad High Court Lucknow Bench, IndiaGlobalization’s ch<strong>all</strong>enge is an adjustment can also be harsh for workers <strong>in</strong> least developedcountries who are excluded from <strong>the</strong> global economy’s ma<strong>in</strong> stream. The paradox is that<strong>the</strong> knowledge, skills and means are available to sharply reduce <strong>the</strong> age old affliction <strong>of</strong>hunger, precarious livelihoods and diseases. But <strong>the</strong>y are scattered around <strong>the</strong> worldconcentrated <strong>in</strong> developed countries and must be put toge<strong>the</strong>r to deliver better result for<strong>all</strong>. One result is that world unemployment is at <strong>the</strong> highest level particularly among you.More than one billion people are unemployed or work<strong>in</strong>g poor, youth unemploymentreached an <strong>all</strong> time high <strong>of</strong> 88 million <strong>in</strong> 2003. Young people makes up 25% <strong>of</strong> <strong>the</strong>work<strong>in</strong>g population but almost half <strong>of</strong> <strong>the</strong>m are unemployed. What are we do<strong>in</strong>g? Whatmore can be done? To answer <strong>the</strong>se questions we need new th<strong>in</strong>k<strong>in</strong>g to bridge up <strong>the</strong>gap between what globalization is capable <strong>of</strong> deliver<strong>in</strong>g and what it has actu<strong>all</strong>y delivered.National frontiers do not separate people as much as <strong>the</strong>y did <strong>in</strong> <strong>the</strong> past because <strong>the</strong> world is quickly becom<strong>in</strong>g an<strong>in</strong>terconnected network <strong>of</strong> local communities. Many Indian people have direct experience <strong>of</strong> ‘What it means to be a GlobalEconomy Worker’, be it <strong>in</strong> Silicon V<strong>all</strong>ey, <strong>the</strong> Gulf, Africa, Europe or back home. New <strong>in</strong>formation technology jobs arehelp<strong>in</strong>g to raise <strong>the</strong> liv<strong>in</strong>g standard <strong>in</strong> several Indian cities, but <strong>the</strong>re are uncerta<strong>in</strong> economic troubles near or far, which couldaffect those jobs with <strong>all</strong> <strong>the</strong> attendant consequences for <strong>the</strong> people <strong>in</strong>volved. Increased percentage <strong>of</strong> unemployment hasaccelerated <strong>the</strong> poverty around <strong>the</strong> world. Globalization has no doubt opened up new opportunities for poverty <strong>all</strong>eviation,but it comes with its own baggage <strong>of</strong> problems. Sm<strong>all</strong>er undeveloped countries are not gett<strong>in</strong>g additive benefits fromglobalization. In some cases <strong>the</strong> globalization has become an <strong>in</strong>strument <strong>of</strong> oppression and separation and also exploitation.In this scenario <strong>of</strong> th<strong>in</strong>gs world legislature like entity with Enforceable International Law can remedy <strong>the</strong> situation.The world has transformed itself <strong>in</strong>to a sm<strong>all</strong> village and happen<strong>in</strong>gs <strong>in</strong> one part is bound to cast its impact on <strong>the</strong> o<strong>the</strong>r. Onepocket <strong>of</strong> population cannot susta<strong>in</strong> its riches too long if <strong>the</strong> o<strong>the</strong>r pocket is <strong>of</strong> <strong>the</strong> men that are deprived <strong>of</strong> that lot.Destitution <strong>in</strong> one part and prosperity <strong>in</strong> <strong>the</strong> o<strong>the</strong>r cannot survive toge<strong>the</strong>r. We have one Earth and <strong>the</strong> resources belong to<strong>the</strong> whole human race. There must be equitable distribution <strong>of</strong> resources, this can only be possible under <strong>the</strong> auspices <strong>of</strong>International Law which needs more teeth i.e. scope and wider jurisdiction. The International Law <strong>of</strong> today must not b<strong>in</strong>d<strong>the</strong> global generations <strong>of</strong> tomorrow. Law whe<strong>the</strong>r National or International must keep on chang<strong>in</strong>g to keep pace with <strong>the</strong>modern times. As <strong>the</strong> American statesman Jefferson said once ‘We may consider each generation as a dist<strong>in</strong>ct with a rightby <strong>the</strong> will <strong>of</strong> majority to b<strong>in</strong>d <strong>the</strong>mselves but none to b<strong>in</strong>d <strong>the</strong> succeed<strong>in</strong>g generation more than <strong>the</strong> <strong>in</strong>habitants <strong>of</strong> ano<strong>the</strong>rcountry’. Drug traffick<strong>in</strong>g is yet ano<strong>the</strong>r gigantic problem <strong>of</strong> <strong>the</strong> mank<strong>in</strong>d which is required to be strongly dealt with by <strong>all</strong>nations <strong>in</strong> <strong>the</strong>ir collective efforts. Issues are many more, like corruption and global nudity which accept your m<strong>in</strong>d for tak<strong>in</strong>grecourse to application <strong>of</strong> International Law. Such topics should also be on our priority for a decent and peaceful essenti<strong>all</strong>ife for <strong>the</strong> mank<strong>in</strong>d.Ladies and Gentlemen: Our country has always been pioneer <strong>of</strong> establish<strong>in</strong>g peace. Our government is capable <strong>of</strong> rais<strong>in</strong>g<strong>the</strong> voice high <strong>in</strong> <strong>the</strong> real view <strong>of</strong> <strong>the</strong> world and tapp<strong>in</strong>g <strong>all</strong> sources to make International Laws on <strong>all</strong> issues <strong>of</strong> importanceand fur<strong>the</strong>r streng<strong>the</strong>n<strong>in</strong>g <strong>the</strong> United Nations Organisation. Under <strong>the</strong> able stewardship<strong>of</strong> Hon’ble Law M<strong>in</strong>ister, Mr H.R. Bhardwaj, who is <strong>the</strong> chief guest <strong>of</strong> this conferenceand is likely to arrive here shortly. A periodical conference <strong>of</strong> <strong>Chief</strong> <strong>Justices</strong> and <strong>Chief</strong>M<strong>in</strong>isters is held <strong>in</strong> New Delhi and very important deliberations are made and decisionstaken.
