Hon’ble Mr Justice Farhad Aliyev, Judgeof the Supreme Court of the Republic ofAzerbaijan (second from right) uponarrival at the Lucknow Airportwas directed to making social, political, economic and cultural protection of gene fundof motherhood, fatherhood, family, childhood and nation by state. In accordance with Article 28 of state law protection of children from alltypes of exploitation, harmful and dangerous labor and influences with using from social, legal, economic, medical andbehavior means.One of the matters being taken care of by the state is the bringing up and education of orphan children. Chamber ofMinisters, Ministry of Health, Ministry of Labor and Social protection, Ministry of Education, Ministry of Youth, Sport andTourism of Azerbaijan Republic make and carry out programs concerning with social defense of children lost their parentsand parents protection. Orders “About performing aid to orphan children and children with lost parent and state protection”and “About pressing arrangements for improvement of material provision and life conditions of children and studying ineducational-behaving enterprises as boarding school” by Chamber of Ministers of Republic. Law of Azerbaijan Republic“About social defense of children being orphan and lost their parents, protection” (22.06.1999) determines protectionarrangements of children within secondary special and higher education being from this category. These arrangementsincluded getting pension (more than 2 times), giving full salary during passing production practice, giving separate means topersons studying in higher education enterprises for getting textbook and lesson supplies, providing free medical services.Arrangements Plan for implementing UN Declaration for living, protection and provision for their development, “Pekingrules” -international legal document for carrying out of Justice judgment in relation to underage were translated and dividedfor regions (by division way) for meeting Republic population in wide form in 90 years.Wide consultations were held for propagating and division of 10 principles being in case of “World for children” declarationof General Assembly of UNO in Republic. Today 20%of Azerbaijan lands have been occupied by neighbor Armenia, more than 1 million people became refugees and forcedmigrants. In ten towns and densely living places, generation of children not having information their house and lost necessaryconditions for carrying out and realizing of all legislation acts about child rights in practice had grown.616 schools where more than hundred thousand children were studying were destroyed in occupied regions of Republic.Commonly, 242 pre-school enterprises, 4 technical schools, 11 professional-technical schools and 1 higher school-coveringchildren more than 12 thousand terminated their work. Azerbaijan signed some international documents for protection ofchild rights in armed conflict condition concerning with this. Representative staffs of Republic often take part in variousinternational forums held in this field.--68--
Some arrangements directed to improvement comprehensively of condition of refugee and forced migrants left their landsconcerning with conflict were considered in orders (number 128 dated on 01.01.93, number 328 dated on 25.06.93,number 403 dated on 21.07.93) of Chamber of Ministers of Azerbaijan Republic: opening temporary schools and preschoolenterprises, giving obligatory compensation and pensions and rendering material aid in the same time.Also instruction “measures about strengthen state assistance to family with child” that did certain changes and additions to,is in force (dated on 21/04/1981, numbered 209).In order to associate activity of government and non-government organizations working for interests of childrenRepublic Co-ordination Council has been established for Child Matters attached to Ministry of Youth, Sport and Tourism.Council that acts for 2 years has being heard and advised actual problems related with protection of child rights constantly.Problems on condition of gutter-child, their health and rest may be indicated in specially considered problems. Councildiscussed measures directing to prevent child labor utilization and know condition and advice to carry them out in the lastmeeting holding with the participation of Program of Decreasing of poverty in country (PRSP), Save the Children, ECFood Security Program representatives. Child Fund representative of UNO to Azerbaijan and other international organizationsto carry out “Convention on Rights of the Child” carries out International Corporation. $ 88 million USD internationalassistance was allocated to refugees and families in need, $ 553 thousand 789 USD is allocated for children needs byUNICEF in 1996.Certain progress was gotten on sphere of protection of children in needs in country last years. Concrete measures havebeen taken on relation to children living and working in street, cripple and who is out of protection of parent with establishingof legal base in Republic. 16 specialists hold a training to work with “gutter-child” in result of corporation with UNICEFrelated to children who needs special care. Methods and forms directly were worked out to carry out rehabilitation worksin terms of street in the summer of 2003 with participation of them. At the present children are drawn trainings on sportsection and art studios. Great investigation is planning to carry out related to children live boarding school, “gutter-child”and children who live in family in needs in the summer of this year.Activity of organizations that acting within interest of cripple children and their family are observed. Nearly 10 centers withdifferent profiles provide rehabilitation service to children from this category. Puppet-show of plague and autistic childrenmay be indicated beside these.“State program directed to settlement of social and economic problems of creative and gifted children and youth” affirmedby AR Chamber of Ministers on 04.08.2000 significantly influences to improvement of creative potential of youth andchildren and indirectly helps settlement of employment and employment provision problems of youth.Ministry of Youth, Sport and Tourism carried out to gain education of youth in resource center within “Young generationwith new technologies in new millennium” program since January 2001 to offer necessary facilities to get additional, actualand professional knowledge. 3000 pupils in high school, students and youth got computer knowledge and learned foreignlanguages. Ministry organizes scientific and technical activity competitions among pupils in the territory of country since2001 to increase interest of children in science field. Over 7 thousand pupils take an active part in the competition during 3years.Measure over giving back children from state boarding-school to families by support of UNICEF has beencommenced. Only one boarding school has joined in this work, however results encourage other institutions. Countrygovernment has held conference about these problems in Baku with the UNICEF and EC Food Security Program, existingcondition, international practice and primary results of pilot project has been discussed in this conference. .Problems on poverty, economic and social inequality, inequality in incomes reduced rest and right free time conditions incountries in transition period. Efforts to create machinery that ensure summer holiday of children are carried out at thepresent. Ministry of Youth, Sport and Tourism has ensured holiday of children over 20 thousand who needs special care--69--
