Thearticle mandates the state to endure to foster respect for International Law. It was thennever believed to be a reality but in the course of time that article has become a source ofinspiration for this conference and now this conference is with the objective to make themandate given by the constitution to the Indian subcontinent as a global pursuit. Whiletaking note we have realization which is a predicament of the day that on one planet wehave got many or several worlds. We have got different purpose of living but we havelost the purpose of life. We have developed a toxic aptitude for Veto power and in ademocratic setup we have got undemocratic tendencies. To accomplish this objective, the conference has traced to develop universal values and globalunderstanding. To reach this goal the conference has earlier addressed on the World Parliament, World Judiciary, andWorld Government that is a single statehood. In 2002 the Lucknow Declaration adoptedin the World Chief Justices Conference, has prayed for World Parliament to enact‘Enforceable International Law’ but the conference is not unmindful that this civilized worldhas a tremendous fascination for law but hardly in a mental aptitude to accept theresponsibility of the law. World Community today isflooded with too many laws and it is said about India thatIndia is highly legislative country. It is said that nothing isHon’ble Mr Justices Ashok A. Desai,Former Chief Justice of UttaranchalHigh Court, India being garlandedmore fertile in the subcontinent than the Legislature andnothing is more durable in this country than the litigationin the court. The plight of the world community is thatthey have got too many laws, too many lawyers, too manylaw courts but agony is they have got a too little justice. We have enough privateInternational Laws, Public International Laws but regime of International Law is a distinctdream. Steven Doorman has once said that ‘A process of integrated law is on decline’.This conference takes note that the performance of any law, and in that matter eveninternational law, cannot be left to the words of law and power to punish. We have todevelop along with the law, strong will of the people, courage of conviction andcommitment to the truth and honesty. 5th International Conference of Chief Justices of the WorldWelcome Address at the Inaugural Session byHon’ble Mr Justices Bhanwar SinghJudge of the Allahabad High Court Lucknow Bench, IndiaGlobalization’s challenge is an adjustment can also be harsh for workers in least developedcountries who are excluded from the global economy’s main stream. The paradox is thatthe knowledge, skills and means are available to sharply reduce the age old affliction ofhunger, precarious livelihoods and diseases. But they are scattered around the worldconcentrated in developed countries and must be put together to deliver better result forall. One result is that world unemployment is at the highest level particularly among you.More than one billion people are unemployed or working poor, youth unemploymentreached an all time high of 88 million in 2003. Young people makes up 25% of theworking population but almost half of them are unemployed. What are we doing? Whatmore can be done? To answer these questions we need new thinking to bridge up thegap between what globalization is capable of delivering and what it has actually delivered.National frontiers do not separate people as much as they did in the past because the world is quickly becoming aninterconnected network of local communities. Many Indian people have direct experience of ‘What it means to be a GlobalEconomy Worker’, be it in Silicon Valley, the Gulf, Africa, Europe or back home. New information technology jobs arehelping to raise the living standard in several Indian cities, but there are uncertain economic troubles near or far, which couldaffect those jobs with all the attendant consequences for the people involved. Increased percentage of unemployment hasaccelerated the poverty around the world. Globalization has no doubt opened up new opportunities for poverty alleviation,but it comes with its own baggage of problems. Smaller undeveloped countries are not getting additive benefits fromglobalization. In some cases the globalization has become an instrument of oppression and separation and also exploitation.In this scenario of things world legislature like entity with Enforceable International Law can remedy the situation.The world has transformed itself into a small village and happenings in one part is bound to cast its impact on the other. Onepocket of population cannot sustain its riches too long if the other pocket is of the men that are deprived of that lot.Destitution in one part and prosperity in the other cannot survive together. We have one Earth and the resources belong tothe whole human race. There must be equitable distribution of resources, this can only be possible under the auspices ofInternational Law which needs more teeth i.e. scope and wider jurisdiction. The International Law of today must not bindthe global generations of tomorrow. Law whether National or International must keep on changing to keep pace with themodern times. As the American statesman Jefferson said once ‘We may consider each generation as a distinct with a rightby the will of majority to bind themselves but none to bind the succeeding generation more than the inhabitants of anothercountry’. Drug trafficking is yet another gigantic problem of the mankind which is required to be strongly dealt with by allnations in their collective efforts. Issues are many more, like corruption and global nudity which accept your mind for takingrecourse to application of International Law. Such topics should also be on our priority for a decent and peaceful essentiallife for the mankind.Ladies and Gentlemen: Our country has always been pioneer of establishing peace. Our government is capable of raisingthe voice high in the real view of the world and tapping all sources to make International Laws on all issues of importanceand further strengthening the United Nations Organisation. Under the able stewardshipof Hon’ble Law Minister, Mr H.R. Bhardwaj, who is the chief guest of this conferenceand is likely to arrive here shortly. A periodical conference of Chief Justices and ChiefMinisters is held in New Delhi and very important deliberations are made and decisionstaken.
