Hon’ble Mr Justice Bernardin Renaud,Judge Supreme Court of Seychelles beinghonoured at the Reception organisedby Supreme Court Bar Association atNew Delhiguiding light and a great source of inspiration to the developing countries of the world intheir quest towards self determination. We recall the beginning of the march towards theindependence of India and how absurd it was for so many people at that time to be ableto visualize and appreciate the practicability of India ever achieving the goal ofindependence from Great Britain. The process that started initially as a thought, as anidea, which at that time appeared to be so farfetched and which could be dimly visualizedand entertained by many as a realizable objective. It had a very humble beginning butwith time it gathered momentum supported by unwavering determination andperseverance, always focusing on the final objective rather than on the means and theroad leading to that objective,-that vision became a reality for India. That event causedthe nations of the world that were still being colonized, to awake to the existence of anew achievable reality. Hence, we see that the first steps in the flow that followed leading to the emancipation of so manynations of the world. All started humbly at the beginning and it gathered momentum over the last 50 year and today we havea new world landscape.I have slightly digressed from the theme of this Conference, to emphasize a point. That is, it is in that same spirit, and withthe same vision and foresightedness of the founders of India, that convinced me that the modest start we have nowembarked upon will, before long, produce amazing results beyond our expectations.I am not an expert in International law and I neither profess to be an eminent jurist. But what I believe and have no doubtabout, is that there is a necessity to review and revisit our approaches to international law and its scope in furthering theonward march of the world towards lasting peace and unity. The world that our children will inherit will be a better anddifferent environment that it is today if we do not fail in struggling feverishly to change the face of this earth by starting today.It is not my intention to make an analysis of the situation existing around the world today. We all know about it. Butterrorism; abuse of children’s and women’s rights in all sorts of ways; unjust international trading system; abuse of basichuman rights; the belief that might is right, and so on and so forth.It is common knowledge that information technology has advanced so much that is has caused this world to be what wetoday call a global village. This has facilitated international relations and mutual understanding among leaders of variousnations of the world. If only this relationship and understanding could now be extended to encompass clearly set out lawsthat would be evenly applied in such relationship, I think that this world would soon be treading in the right direction.The time of a new world system of human organization and the establishment of a global civilization is indeed with us now.Its construction is occurring in an evolutionary process, involving a number of stages culminating in a new world order.The international legitimization of the law, touching on international private and public legal relations, is undoubtedly a majorcontemporary challenge. There are those who, rooted in nineteenth century thinking, decry such an ambition as purefantasy. But it is more fanciful to think that the present anarchy in international relations can be tolerated in the modernworld.I wish to note that the theme of this Conference opens the way for a deeper realization that the rising new world system hasprofound implications for the reorientation in thinking required about law and international relations. Although legal systems,sciences, cultures, and even our individual thoughts and vision are limited by the stubborn operation of an old order that isin the process of being rolled up, some implications and expressions of a new arrangement that has ‘shaken, divided,separated and scattered’ the realities of all created things, and ‘combined and reunited’ them, disclosing.’ entities of a newcreation’ can be explored.We are all aware that in the world today, jurists sought and obtained guidance through decided cases. It is my firm beliefthat the judiciary of the various nations of the world, are already on the right path in the process of developing a more--64--
