If one shares and agrees with this truth,it should be known by all that there is no future for nations without children. Thus,endeavouring to protect the child and all his rights becomes a paramount mission for higherauthorities of every nation. It is because of his support to this noble ideal which highofficial jurisdictions reasonably and sustainably could not afford to fail, that the ChiefJustice of Benin Supreme Court has promptly subscribed to the participation of hisinstitution in this Forum after been invited.Long-time determined calendar constraints unfortunately did not allow President SaliouABOUDOU, who regrettably could not personally attend the 5th InternationalConference of Chief Justices of the World who, on the premises of one of the prestigiousHon’ble Mr Justice Arsene K Capo-Chichi, Magistrate, Charge de MissionsSupreme Court of Benin addressing theConferencecomplexes of City Montessori School will this time, devote their round-the-clock quest for World Peace in brainstormingon ways and means of having a Convention on the future of the children.Therefore he entrusted me to express to the initiators and organizers of this great forum his feelings of gratitude and to thisaugust assembly that they succeeded in bringing together, his heartfelt thoughts of fruitful debates and highly useful decisions.Subsequently, I can no longer resist to show my full gratitude for the warm welcome and the attention I have been receivingsince my arrival in India, land of legendary hospitality.On the 29th and 30th of September 1990 there was a World Summit at the UN attended by 71 Heads of State and Headsof Government, 88 officials and representatives and at which a World Declaration in favour of the survival, protection anddevelopment of the Child was announced and implemented as from 1990. On 20th November 1989 the UN GeneralAssembly adopted the Convention and a year later on 2nd September 1990; that was the first true action taken at planetarylevel in favour of the child’s welfare.Benin is a West African country classified in terms of development, among the least advanced countries of the world.However, the scope of its economic potentials is not a handicap to its adhering to the noble ideals of social justice, peaceand full development. As a result, it has signed and ratified almost all treaties aiming at all kinds of discrimination, fightagainst terrorism, advent of a world without war. Among other things, it is also party to International Pacts relating to civiland political rights as well to International Pacts relating to economic, social and cultural rights that it ratified on March 12,1992.Hon’ble Mr Justice Arsene K Capo-Chichi,Magistrate, Charge de Missions, SupremeCourt of Benin being welcome uponarrival at the Lucknow AirportAccording to its tradition, a child is considered as a treasure and benefit of life.Nevertheless education rate is still low especially for girls in rural areas. To remedy thisnational situation, compulsory education as legally stated since 1975 has been reiterated inthe Constitution of 2nd December 1990, Article 13. Almost one sixth of its national budgetis since then earmarked for education. In The country has also signed on 25th April1990 the Convention on the Rights of the Child and has ratified it on 3rd August of thesame year.By way of such formalities Benin made some commitments among which some reportson periodic successes and failures to the international community in terms of protection--74--

Benin is being discharging this duty withfaith through relevant regulatory bodies. Similarly it participates regioanl and regionalfora which desirous to work towards regular check and vigilance in achieving the objectivesof the 1989 Convention.Thus, it has been actively participating in high-level regional advisory meetings orgaznizedas part of the preliminary works of the ordinary session of the UN General Assemby toassess the gains of a decade of its implementation as to whatever it believed right for thewelfare of children. The following are the results of this:The Position Commune from African Countries; the Declaration of Beijing for East Asianand Pacific Countries; the Declaration of Berlin for European and Central Asian Countries; the Consensus of Kingston forAmerican Region; the Agreement of Kathmandu for South African Countries; the Declaration of Panama for Latin-American Countries; and the Declaration of Rabat for Arabian Countries. These Declarations have proved that it is veryimportant that the welfare of the child should always be put into the forefront. They have concluded that the future of eachregion and each nation is linked directly with the welfare of the children very importantly. So, the investment which will beeffected from today onwards will be all in favour of the children and will lead to peace, stability, security and a long lastingdevelopment of a country and a nation and the world on the whole for tomorrow and ever after. The children are beingthreatened by being socially excluded especially in developing countries; this has to be looked into. The armed conflicts andnatural catastrophe continues to increase day by day killing more and more numerous children. The investment in favour ofchildren is the priority and is also related to poverty reduction. An enterprising action of international organizations and thegovernments of the entire world is necessary in order to elaborate an effective and efficient strategy in favour of the child,his life, security and dignity by living in the world where there is no war and is free of epidemics.The preoccupation and reparation is related to the fundamental being and the organization of the legal jurisdictions for thenational and international protection of the child, is the most important motto of the world of peace. The day to dayobservation of events that governs the realities across the world brings into light the ill-fated incidents of the transnationalcriminal additives organized on the economic and social development and on the International Peace and Security. Theunwanted wars, negative impact of these communities is invulnerable segments of national communities is translated by illicittraffic of arms, treatment of people and illicit traffic of migrant and children are the mostimportant victims. Each day they are abused physically, mentally, morally and socially asa result of which they have become orphans and are left often in the lurch. If there is noproper law such criminals will profit in the legal process. However, the preposition of theWorld Parliament includes the execution of International Convention on the future of thechild to elaborate and to bring out the solutions to this problem. It is not enough totheories but one has to practice this also and practice what is being said and reflectedupon in this trained great agglomeration. It is a mission of Article 51(c) of the Constitutionof India and rightly so CMS has taken over this drive so I am with CMS and I thank youall for this grand opportunity to convey my message on behalf of Benin.
