5th International Conference of Chief Justices of the WorldAddress byHon’ble Mr Justice Galal Eldin Mohammed OsmanChief Justice of SudanIt gives me great pleasure and honor to participate in the 5th International Conference ofthe Chief Justices of the World in this beautiful city. I would like to thank Mr JagdishGandhi, Founder Manager of the City Montessori School (CMS) and the Convener of theConference and my dear colleague B.J. Odoki, Chief Justice of Uganda, for the invitationletter I received to participate in this august gathering. Equally, I would like to express myappreciation, admiration, gratitude and thanks to the students of the City Montessori Schoolwho have been for us all a source of inspiration and optimism. Their dedication to thecause of world peace assures us that future generations are capable of addressing theimminent problems that endanger the very existence of humanity.It is true, ladies and gentlemen, that we have made considerable accomplishments in areas of democracy, human rights andgood governance in the world. However, it is quite clear that we are in bad need of establishing a true and viable worldpeace. It is the culture of peace nurtured by the students in Montessori School that willconstitute the sole viable future safety valve from self-destruction and annihilation. TheUnited Nations Organisation has played a relatively positive role in maintenance ofinternational peace and security since 1945. Yet, the UN did not prevent loss of humanlives in international conflicts and civil war. Worst, the UN failed to stop the proliferationof weapons of mass destruction. The body of international law and particularly theCharter of the United Nations was not effective in halting and arresting violations andHon’ble Mr Justice Galal EldinMohammed Osman, Chief Justice ofSudan receiving the ConferenceMementobreaches. The Charter prohibited in clear terms recourse to war in settlement of conflicts.Regrettably that prohibition in so many instances echoed empty. It is the build up of theculture of peace that will eventually impart efficacy to international law and to internationalorganizations entrusted with the application and implementation of international law. TheWorld Parliament envisioned by the organizers of this conference will positively contribute to this objective of adherence tothe rule of international law. Being a world representative body, the World Parliament will ensure abidance and will doaway with impunity. It will enhance the principles of equality and justice. The World Parliament will be both a result of anda cause for diffusion of the culture of peace. Hence our support to such a vision.It is true that our unity is a prerequisite for making peace and for maintenance of peace. Unity for peace necessarily meansthat every individual country has to discard its narrow national interests whenever and wherever they come at loggerheadswith the cause of peace.Ladies and gentlemen, International terrorism is a threat to international peace and security.There is no justification for terrorism whatsoever. To eliminate international terrorism, wehave to address its root-causes. Foreign occupation, lawlessness, injustice and povertyare examples for such causes.
