5th International Conference <strong>of</strong> <strong>Chief</strong> <strong>Justices</strong> <strong>of</strong> <strong>the</strong> WorldAddress byHon’ble Mr Justice Galal Eld<strong>in</strong> Mohammed Osman<strong>Chief</strong> Justice <strong>of</strong> SudanIt gives me great pleasure and honor to participate <strong>in</strong> <strong>the</strong> 5th International Conference <strong>of</strong><strong>the</strong> <strong>Chief</strong> <strong>Justices</strong> <strong>of</strong> <strong>the</strong> World <strong>in</strong> this beautiful city. I would like to thank Mr JagdishGandhi, Founder Manager <strong>of</strong> <strong>the</strong> City Montessori School (CMS) and <strong>the</strong> Convener <strong>of</strong> <strong>the</strong>Conference and my dear colleague B.J. Odoki, <strong>Chief</strong> Justice <strong>of</strong> Uganda, for <strong>the</strong> <strong>in</strong>vitationletter I received to participate <strong>in</strong> this august ga<strong>the</strong>r<strong>in</strong>g. Equ<strong>all</strong>y, I would like to express myappreciation, admiration, gratitude and thanks to <strong>the</strong> students <strong>of</strong> <strong>the</strong> City Montessori Schoolwho have been for us <strong>all</strong> a source <strong>of</strong> <strong>in</strong>spiration and optimism. Their dedication to <strong>the</strong>cause <strong>of</strong> world peace assures us that future generations are capable <strong>of</strong> address<strong>in</strong>g <strong>the</strong>imm<strong>in</strong>ent problems that endanger <strong>the</strong> very existence <strong>of</strong> humanity.It is true, ladies and gentlemen, that we have made considerable accomplishments <strong>in</strong> areas <strong>of</strong> democracy, human rights andgood governance <strong>in</strong> <strong>the</strong> world. However, it is quite clear that we are <strong>in</strong> bad need <strong>of</strong> establish<strong>in</strong>g a true and viable worldpeace. It is <strong>the</strong> culture <strong>of</strong> peace nurtured by <strong>the</strong> students <strong>in</strong> Montessori School that willconstitute <strong>the</strong> sole viable future safety valve from self-destruction and annihilation. TheUnited Nations Organisation has played a relatively positive role <strong>in</strong> ma<strong>in</strong>tenance <strong>of</strong><strong>in</strong>ternational peace and security s<strong>in</strong>ce 1945. Yet, <strong>the</strong> UN did not prevent loss <strong>of</strong> humanlives <strong>in</strong> <strong>in</strong>ternational conflicts and civil war. Worst, <strong>the</strong> UN failed to stop <strong>the</strong> proliferation<strong>of</strong> weapons <strong>of</strong> mass destruction. The body <strong>of</strong> <strong>in</strong>ternational law and particularly <strong>the</strong>Charter <strong>of</strong> <strong>the</strong> United Nations was not effective <strong>in</strong> halt<strong>in</strong>g and arrest<strong>in</strong>g violations andHon’ble Mr Justice Galal Eld<strong>in</strong>Mohammed Osman, <strong>Chief</strong> Justice <strong>of</strong>Sudan receiv<strong>in</strong>g <strong>the</strong> ConferenceMementobreaches. The Charter prohibited <strong>in</strong> clear terms recourse to war <strong>in</strong> settlement <strong>of</strong> conflicts.Regrettably that prohibition <strong>in</strong> so many <strong>in</strong>stances echoed empty. It is <strong>the</strong> build up <strong>of</strong> <strong>the</strong>culture <strong>of</strong> peace that will eventu<strong>all</strong>y impart efficacy to <strong>in</strong>ternational law and to <strong>in</strong>ternationalorganizations entrusted with <strong>the</strong> application and implementation <strong>of</strong> <strong>in</strong>ternational law. TheWorld Parliament envisioned by <strong>the</strong> organizers <strong>of</strong> this conference will positively contribute to this objective <strong>of</strong> adherence to<strong>the</strong> rule <strong>of</strong> <strong>in</strong>ternational law. Be<strong>in</strong>g a world representative body, <strong>the</strong> World Parliament will ensure abidance and will doaway with impunity. It will enhance <strong>the</strong> pr<strong>in</strong>ciples <strong>of</strong> equality and justice. The World Parliament will be both a result <strong>of</strong> anda cause for diffusion <strong>of</strong> <strong>the</strong> culture <strong>of</strong> peace. Hence our support to such a vision.It is true that our unity is a prerequisite for mak<strong>in</strong>g peace and for ma<strong>in</strong>tenance <strong>of</strong> peace. Unity for peace necessarily meansthat every <strong>in</strong>dividual country has to discard its narrow national <strong>in</strong>terests whenever and wherever <strong>the</strong>y come at loggerheadswith <strong>the</strong> cause <strong>of</strong> peace.Ladies and gentlemen, International terrorism is a threat to <strong>in</strong>ternational peace and security.There is no justification for terrorism whatsoever. To elim<strong>in</strong>ate <strong>in</strong>ternational terrorism, wehave to address its root-causes. Foreign occupation, lawlessness, <strong>in</strong>justice and povertyare examples for such causes.
