THE INTERNATIONALIZATION OF CORPORATE R&DAn integrated Swedish policy response...A Swedish policy response should be based on a vision embracing internationalization.Policy objectives should include: establishing Sweden, in selected industry sectors, as acenter <strong>of</strong> globally distributed R&D activities; establishing Sweden as the most attractivelocation for R&D; and establishing Swedish-based companies, institutes and universitiesas preferred partners for international science and technology collaboration.An integrated Swedish policy response should build on the strengths <strong>of</strong> Swedish innovationsystems and have a forward-looking, long-term perspective....should consider the following strategies and policy measures.Based on the studies in this report and the current Swedish policy context, we would liketo point out five specific areas that need particular attention and additional resources inorder to address the challenges raised by the internationalization <strong>of</strong> corporate R&D:1. Ensure the quality <strong>of</strong> the Swedish education and research system2. Create conditions for excellent R&D and innovation environments3. Develop proactive strategies for R&D internationalization for key countries4. Develop stronger national attraction policies5. Support the inflow <strong>of</strong> foreign talent and international skills <strong>of</strong> Swedish studentsIn order to support the strategies and policy measures discussed above, it is necessaryto further develop Swedish capabilities for monitoring and analysis. We need to increaseour understanding <strong>of</strong> the processes <strong>of</strong> internationalization in general and in relationto specific economies, such as China and India as well as those in Eastern andCentral Europe. With improved data collection, international collaboration and adequateresources for analysis, we will be better equipped to provide foresight and earlywarning <strong>of</strong> trends and implications.With this report as the starting point, the next step should be to more systematicallyevaluate the results and effects <strong>of</strong> the different policy measures discussed.17
