<strong>14</strong>-<strong>19</strong> PATHFINDERS: THE SECOND YEARSECTION TWO: EVALUATION METHODOLOGYKey points‣ Main methods: documentary analysis, selective literature review, surveys, case studies‣ Conducted February 2004 – December 200436. The evaluation built on the work undertaken by the universities of Leeds <strong>and</strong> Exeterduring 2002/3 which led <strong>to</strong> a report on the first year of the <strong>14</strong>-<strong>19</strong> Pathfinders (Higham,Haynes, Wragg & Yeomans, 2004).37. The second year evaluation had the following main aims:1. <strong>to</strong> assess the extent <strong>to</strong> which the Phase One <strong>14</strong>-<strong>19</strong> Pathfinders <strong>and</strong> unfunded <strong>14</strong>-<strong>19</strong>partnerships continue <strong>to</strong> develop <strong>and</strong> take forward best practice in creating a morecoherent <strong>14</strong>-<strong>19</strong> phase at LEA, consortia, institutional <strong>and</strong> individual levels;2. <strong>to</strong> assess the extent <strong>to</strong> which the new Phase Two <strong>14</strong>-<strong>19</strong> Pathfinders develop bestpractice in creating a more coherent <strong>14</strong>-<strong>19</strong> phase, including in the more radical waysoutlined in the 2003/04 prospectus;3. <strong>to</strong> relate the findings from the Phase One <strong>and</strong> Phase Two <strong>14</strong>-<strong>19</strong> Pathfinders <strong>to</strong> theacademic <strong>and</strong> official literature <strong>and</strong> <strong>to</strong> models of provision <strong>and</strong> practice developed for<strong>14</strong>-<strong>19</strong> provision;4. <strong>to</strong> continue <strong>to</strong> explore <strong>and</strong> analyse the opportunities for, <strong>and</strong> constraints on, thedevelopment of the <strong>14</strong>-<strong>19</strong> phase in the <strong>14</strong>-<strong>19</strong> Pathfinders;5. <strong>to</strong> examine the potential value-added effects of the <strong>14</strong>-<strong>19</strong> Pathfinders <strong>and</strong> associatedfunding arrangements.The methodology had four main elements which will be described in turn.Documentary analysis38. The documentary analysis covered the following:‣ the 39 successful pathfinder proposals‣ a wide range of pathfinder-level documentation for the case study <strong>14</strong>-<strong>19</strong> Pathfinders<strong>and</strong> unfunded <strong>14</strong>-<strong>19</strong> partnerships, including mission <strong>and</strong> strategy papers, workinggroup reports, relevant Ofsted/ALI area-wide inspection reports11
