Policy-makers and practitioners need to continue to identifystrengths and weaknesses in current provision and devise ways in which problems canbe tackled14-19 reform‣ 14-19 Pathfinders have sought to bring about change through a combination of centralsteering and local responsiveness. It will be important for policy-makers andpractitioners to review this approach to bringing about change in order to identify itsstrengths and weaknesses and its continued potential for promoting change in the 14-19 phase.v
