Figure 22: Combination of Control Rules and Reference Points for NWHI Lobster Stocks5.5 Management Program for Precious Corals Fisheries5.5.1 Permit and Reporting RequirementsAny vessel of the United States fishing for, taking or retaining precious corals in any preciouscorals permit area must have a permit. Each permit will be valid for fishing only in the permitarea. No more than one permit will be valid for any one person at any one time. The holder of avalid permit to fish one permit area may obtain a permit to fish another permit area only uponsurrendering to the NMFS Regional Administrator any current permit for the precious coralsfishery.The operator of any fishing vessel must maintain on board the vessel an accurate and completerecord of catch, effort, and other data on report forms provided by the NMFS RegionalAdministrator. All information specified on the forms must be recorded on the forms within 24hours after the completion of each fishing day. The original logbook form for each day of thefishing trip must be submitted to the Regional Administrator within 72 hours of each landing ofprecious corals management unit species. Each form must be signed and dated by the fishingvessel operator. <strong>Fishery</strong> participants have the option of using NMFS approved electroniclogbooks in lieu of paper logbooks.5.5.2 Seasons and QuotasThe fishing year for precious corals begins on July 1 and ends on June 30 the following year,except at the Makapuu and Au‛au Channel Beds, which have a two-year fishing period thatbegins July 1 and ends June 30, two years later. Precious coral permit areas are the areasencompassing the precious coral beds in a management area. Each bed is designated by a permit160
