The exception is the Mariana <strong>FEP</strong> Sub-panel, which has fourrepresentatives from each group to represent the combined areas of Guam and the NorthernMariana Islands (see Table 6). The <strong>Hawaii</strong> <strong>FEP</strong> Sub-panel addresses issues pertaining todemersal fishing in the PRIA due to the lack of a permanent population and because such PRIAfishing has primarily originated in <strong>Hawaii</strong>. Similarly, the Pelagic <strong>FEP</strong> Plan Team oversees theongoing development and implementation of the <strong>Pacific</strong> Pelagic <strong>FEP</strong>. These teams monitor theperformance of the <strong>FEP</strong> through production of an annual stock assessment and fishery evaluation(SAFE) report and provide information on the status of the fish stocks and other components ofthe ecosystem. The <strong>FEP</strong> Plan Team also makes recommendations for conservation andmanagement adjustments under framework procedures to better achieve management objectives.The Archipelagic Plan Team meets at least once annually and comprises individuals from localand federal marine resource management agencies and non-governmental organizations. It is ledby a Chair who is appointed by the <strong>Council</strong> Chair after consultation with the <strong>Council</strong>’s ExecutiveStanding Committee. The Archipelagic Plan Team’s findings and recommendations are reportedto the <strong>Council</strong> at its regular meetings. Plan teams are a form of advisory panel authorized underSection 302(g) of the MSA. <strong>FEP</strong> Plan Team members comprise Federal, State and nongovernmentspecialists that are appointed by the <strong>Council</strong> and serve indefinite terms.Science and Statistical Committee20
