City of Boca Raton Stormwater Management Master PlanInformation Maintenance Plan Recommendationsbasins should occur. Interim changes should be made if information becomes available to theCity; but in all cases, a comprehensive review should be conducted once every five years.MS4 High Risk FacilitiesAs required by the MS4 NDPES permit, the high risk facility inventory must be updatedannually. At a minimum, annual searches of the EPA’s Envirofacts database and the DEP’s SolidWaste database should be conducted. Additional refinement of the list may be completed bystaff, using documented guidelines for the determination of what constitutes a high risk facility.We recommend documenting these guidelines, as the MS4 NPDES permit is not specific enoughto ensure consistency over the years. In addition, the documentation serves as a record that theCity has a protocol for completing the high risk facility requirement of the MS4 NPDES permit.Areas Served by Septic SystemsCity staff should annually review the map of areas served by septic systems, and update the mapas needed. Updates can occur as improvement projects are completed, however, an annualreview is the recommended minimum.Private Stormwater SystemsCity staff should annually review the map of private stormwater systems and research relevantfiles and/or council meeting minutes to determine if any systems previously designated as privatehave been taken over by the City for operation and maintenance. The City reserves the right totake over operational responsibilities if it determines that a private system is not being maintainedproperly. SummaryThe assembly of information about the existing condition of the City’s stormwater managementsystem is the first step in developing an improvement program. This has been completed with theTask 1 services. In Task 2, a review of the regulatory framework supporting the stormwaterprogram will provide additional necessary information for suggested modifications.
