<strong>City</strong> <strong>of</strong> <strong>Boca</strong> <strong>Raton</strong> Stormwater Management <strong>Master</strong> <strong>Plan</strong>Part II – Stormwater Management <strong>Master</strong> <strong>Plan</strong>review <strong>of</strong> construction plans and surface water management calculations at the time <strong>of</strong>permit application. These inspections must be done to meet the requirements <strong>of</strong> the<strong>City</strong>’s MS4 NPDES permit. Discussions with current <strong>City</strong> Staff have indicated thatadditional staff hours may be needed to carry out the required inspection program.4. Implement a program for the training and certification <strong>of</strong> the Building Departmentinspectors and the Code Enforcement inspectors with regards to inspection <strong>of</strong> high riskfacilities, awareness and identification <strong>of</strong> illicit connections, and the inspections and bestmanagement practices <strong>of</strong> construction site controls related to the <strong>City</strong>’s comprehensivestormwater program and the MS4 NPDES permit. The cost <strong>of</strong> developing the programwill be minimal; staff could develop a program themselves, or contract for itsdevelopment. Once developed, implementation costs should be negligible, if any.5. Develop a program in written format requiring that inspections and maintenance <strong>of</strong>private stormwater management systems be reported to the <strong>City</strong> on a regular basis,possible annually, every two years or every five years. This would require a change tothe code. Alternately, the <strong>City</strong> could undertake an inspection program <strong>of</strong> private systemson a regular interval for inspection/maintenance <strong>of</strong> exfiltration, trenches, inlets/catchbasins, lakes and dry detention area. The cost <strong>of</strong> developing the reporting programshould be minimal. It will, however, require staff time to implement on a continual basis.Discussions with current <strong>City</strong> Staff have indicated that additional staff hours may beneeded to monitor and manage the inspection reporting program.6. New or significant re-development activities - propose changes to code thatpromote/require reduction <strong>of</strong> impervious surfaces, use <strong>of</strong> swales, the incorporation <strong>of</strong> lowimpact development principles, stormwater reuse, and adherence to the principles <strong>of</strong>Florida Yard and Neighborhood Program in new landscaping. The cost to implementthis recommendation should be minimal. It will primarily require education <strong>of</strong> relevantstaff and the modification <strong>of</strong> land development code. Staff could develop the codelanguage themselves, or request the assistance <strong>of</strong> its consultant.7. Consider modifying the Level Of Service (LOS) for roadways, to be consistent with theSFWMD minimum design storm for local roads. The <strong>City</strong>’s current LOS for roadways isthat the minimum local roadway (entire paved area) be at or above the 3-year, 1-dayflood elevation. The SFWMD requires the roadway centerline be at or above the 5-year,1-day flood elevation. LOS is typically required <strong>of</strong> new and significantly redevelopedareas. It must be incorporated into the <strong>City</strong> Land <strong>Development</strong> Code to be enforced. Thecost to comply with this requirement should be nominal, but it will require some staffeducation for the review process.8. Increase public education activities for stormwater awareness, illicit dischargeidentification and reporting, grass clippings, pet waste pick-up, etc. This is arequirement <strong>of</strong> the <strong>City</strong>’s MS4 NPDES permit.
