Consider adopting the following:Minimum levels <strong>of</strong> service are to be met or exceeded by all new and/orsignificant redevelopment projects, and strived for in all retr<strong>of</strong>it projects:<strong>Development</strong> FeatureBuildings, residential or nonresidentialStreets and RoadParkingLevel <strong>of</strong> Service100-year/3-day/zero discharge,orFEMA Flood Insurance Rate Map,orSFWMD 100-year flood elevation,whichever is more restrictive.5-year/24-hour rainfall (for full width <strong>of</strong>paved surface)3-year/24-hour rainfall (for minimumelevation)It is recommended that this change be made to the Comprehensive <strong>Plan</strong> in the nextavailable EAR cycle.17. Develop and put into practice a formalized permitting process for the review <strong>of</strong>stormwater sufficiency <strong>of</strong> all construction projects. The process should include review <strong>of</strong>the proposed water quality and water quantity improvements, as well as the provisionsthat will be used to protect <strong>of</strong>fsite property, while the project is under construction.18. Develop a stormwater section for the <strong>City</strong>’s Engineering/Design Standards Manual.B. Capital ProjectsThe capital improvement projects were presented in Part 1. It is recommended that each <strong>of</strong> the conceptualprojects be undertaken, approximately in the order in which they were prioritized.
