<strong>City</strong> <strong>of</strong> <strong>Boca</strong> <strong>Raton</strong> Stormwater Management <strong>Master</strong> <strong>Plan</strong>Introduction5-year permit was issued. The permit is set to expire on November 10, 2007, but will continue ineffect until a new permit has been issued. Application for a new permit was made in early 2007.Associated with the MS4 NPDES permit is the requirement for a comprehensive stormwatermanagement program to control the quality <strong>of</strong> stormwater discharged from the MS4. The permitalso requires annual reporting <strong>of</strong> activities conducted for permit compliance.Through the years, some <strong>of</strong> the required programs have received less emphasis by EPA and/or theDEP. However, our experience with the DEP leads us to anticipate that all the required programswill eventually be scrutinized and co-permittees will be expected to improve their programs to themaximum extent practicable. There have been instances within the State <strong>of</strong> Florida (outside <strong>of</strong>PBC) where DEP has issued fines and penalties against permittees that failed to comply with therequirements <strong>of</strong> their permit.The <strong>City</strong> developed new codes to respond to some <strong>of</strong> the changes required under the MS4NPDES permit and established programs within <strong>City</strong> Departments to comply with otherrequirements. Task 2 <strong>of</strong> the Stormwater Management <strong>Master</strong> <strong>Plan</strong> will provide recommendationson other possible modifications to the <strong>City</strong>’s stormwater management program to improvecompliance with its MS4 NPDES permit.The State <strong>of</strong> Florida’s Total Maximum Daily Load (“TMDL”) program is a federally mandatedprogram to establish loading limits for selected pollutants for which a water body is found to beimpaired (i.e. in excess <strong>of</strong> the State’s Water Quality Standards). The State has indicated that theTMDL program will be tied to the MS4 NPDES permit requirements in future permits. Should awaterbody within the <strong>City</strong> be found to have an impairment, and a TMDL established for thatimpairment, the <strong>City</strong> would become a stakeholder in the development <strong>of</strong> a Basin ManagementAction <strong>Plan</strong> (“BMAP”). The BMAP allows all the potential pollutant contributors to play a rolein determining the plan for the reduction <strong>of</strong> the load <strong>of</strong> that pollutant to the impaired waterbody.Current and accurate information about the <strong>City</strong>’s Stormwater System and its management willbe extremely helpful to the <strong>City</strong> when participating in the BMAP process.Stormwater UtilityIn 1994, the <strong>City</strong> established a Stormwater Utility to provide funding for the operation andmaintenance <strong>of</strong> the <strong>City</strong>’s stormwater management system, for improvement projects to enhancethe level <strong>of</strong> service provided to its residents, and for the stormwater improvement programsrequired under the <strong>City</strong>’s MS4 NPDES permit. The estimated revenue associated with theStormwater Utility for fiscal year 2007-2008 is approximately $2.2 million. 2 It is anticipated thata formalized Stormwater Management <strong>Master</strong> <strong>Plan</strong> will assist the <strong>City</strong> in its effort to improve thelevel <strong>of</strong> service provided to its stormwater customers by documenting a prioritized plan <strong>of</strong> action.2 <strong>City</strong> <strong>of</strong> <strong>Boca</strong> <strong>Raton</strong> Stormwater Utility Fund Report, <strong>City</strong> Website 2007.L/bocaswmp/a6016.01/InterimReport 11-27-07/r02Page 4MOCK•ROOS
