<strong>City</strong> <strong>of</strong> <strong>Boca</strong> <strong>Raton</strong> Regulatory Information SummaryMS4 NPDES Permit Program2. MS4 NPDES Permit ProgramSystem Inventory and InspectionsThe <strong>City</strong> has a comprehensive system inventory <strong>of</strong> their structural controls (ponds, pump stations, swales,exfiltration trench and inlets) as well as their operations and maintenance efforts and other MS4 elements.The <strong>City</strong> has an inventory <strong>of</strong> all outfall pipes and control structures and the major outfalls and controlstructures are inspected annually. Required maintenance is scheduled and performed via issuance <strong>of</strong> aWork Order generated by the <strong>City</strong>’s Maintenance MP2 Database System. The Work Order is completedby the field crew performing the work and the documented work results are input into the databasesystem. There is currently a staff vacancy for the information system technician who was responsible fordata entry into the <strong>City</strong>’s current database system; consequently, there is a backlog which slows theaccess to the information. The <strong>City</strong> has budgeted for the purchase <strong>of</strong> a new work order database system inthe 2007/2008 budget. The new system will require a learning and transition period, but implementationshould result in improved data entry and reporting access.Flood Control ProjectsDrainage or flood control projects are identified in a number <strong>of</strong> ways. The <strong>City</strong> maintains a drainagecomplaint matrix which is based upon calls received from the community. Staff performs a fieldinspection <strong>of</strong> each complaint following a rain event and assigns a rating to quantify the level <strong>of</strong> impact tothe community. If the problem is relatively small with regard to impacts and funding, <strong>City</strong> crews willaddress the problem. If the project is larger in scope or funding, the project may be included in the <strong>City</strong>’sCapital Improvement Program. Drainage improvement projects may also be planned in conjunction withother utility work scheduled for an area; for example, swale improvements for a neighborhood where theroadway is being reconstructed. Another way that projects are identified is when staff and field crewsdiscover a problem during an inspection. Improvement projects are typically funded by the StormwaterUtility Enterprise Fund or budgeted in the Capital Improvements Program if the program requires a largeramount <strong>of</strong> funding.Training and CertificationsThe <strong>City</strong> has been pro-active in training its personnel on the following topics: awareness <strong>of</strong> illicitconnections, proper application <strong>of</strong> pesticides, herbicides and fertilizers, hazardous spill response,construction site inspections, and erosion and sedimentation control Best Management Practices(“BMPs”).L:\boca\bocaswmp\A6016.02\Final Task 2 Report - 1-07-08\r01acjh.docPage 7MOCK•ROOS
