<strong>City</strong> <strong>of</strong> <strong>Boca</strong> <strong>Raton</strong> Regulatory Information SummaryMS4 NPDES Permit ProgramPollution Prevention <strong>Plan</strong> submitted during the PWRS application process and for the need to completeand submit to the <strong>City</strong>, the inspection reports as required <strong>of</strong> the construction site operator.For <strong>City</strong> construction projects, the <strong>City</strong>’s inspectors are certified for construction site inspections and theytypically complete the inspections on a daily basis. The inspector’s reports are maintained on file. The<strong>City</strong>’s current policy on private development projects is for the contractor to maintain the logs and reportfiles for the site inspection program and to turn the information over to the <strong>City</strong> prior to receipt <strong>of</strong> theCertificate <strong>of</strong> Occupancy. If the contractor cannot provide the inspection reports, the <strong>City</strong> requires thedeveloper/owner to televise and vacuum the drainage structures and pipes prior to final acceptance.Water Quality Monitoring ProgramThe water quality monitoring program was instituted by the Palm Beach County MS4 NPDES copermitteespursuant to permit requirements. The intent <strong>of</strong> this program is to (1) support assessment <strong>of</strong> theeffectiveness <strong>of</strong> individual municipal Surface Water Management Programs, (2) assist the FDEP inanalyzing water quality impairments for the development and adoption <strong>of</strong> Total Maximum Daily Loads(“TMDLs”) for waters verified as impaired, (3) support the programs being developed and implementedwithin the Comprehensive Everglades Restoration <strong>Plan</strong> (“CERP”), and (4) develop a cooperative programbetween FDEP, SFWMD, Palm Beach County Environmental Resources Management (“ERM”), and thepermitted municipalities. Palm Beach County MS4s provide financial assistance to ERM to conductambient water quality monitoring activities.The monitoring information can be used in conjunction with other methods <strong>of</strong> observation to characterizeissues <strong>of</strong> concern related to water quality, but surface water quality conditions in Palm Beach County areaffected by factors beyond MS4 discharges. Previous hydraulic modifications, agricultural activities andgroundwater interaction may influence the composition or physical parameters <strong>of</strong> a water sample, butroutine monitoring is an indispensable tool for tracking and evaluating the effects <strong>of</strong> activities whichinfluence water quality. The monitoring program provides numerical scientific data for evaluating,documenting and communicating conditions believed to affect watershed health and lends additionalsupport to both the ongoing TMDL development program and the CERP assessments.The Palm Beach County MS4 NPDES permit monitoring program now includes 44 core ambient waterquality monitoring sites which were selected after coordination among SFWMD, ERM, the LoxahatcheeRiver District (“LRD”) formerly known as ENCON (Environmental Control District), and the other PalmBeach County co-permittees.Table 1 provides the watershed, site designation, responsible agency, and the northing and eastingcoordinates <strong>of</strong> each <strong>of</strong> the 44 sites.
