Areas for Program ImprovementA review <strong>of</strong> the <strong>City</strong>’s comprehensive stormwater program resulted in the following comments andrecommendations:1. Add a requirement to Land <strong>Development</strong> Code, Chapter 23 <strong>Plan</strong>ning and <strong>Development</strong>,Article V, Land Clearing, Dredging and Filling and to Chapter 19 Buildings and BuildingRegulations, Division 3 Permits, that all development projects, regardless <strong>of</strong> size, are requiredto provide site erosion and sedimentation control measures to prevent polluted run<strong>of</strong>f fromleaving the site.2. Formalize in written format, the construction site inspection program for all constructionprojects within the <strong>City</strong> in order to comply with the MS4 NPDES permit. The minimumfrequency is not specified in the permit; however, the number <strong>of</strong> construction site inspectionsshould be tracked for annual reporting purposes and copies <strong>of</strong> all inspection reports must bemaintained for possible review by the DEP. This effort by the <strong>City</strong> is required under the MS4NPDES permit, while the site operator’s inspections are required under the GCP NPDESprogram.3. In the past, the Building Department performed construction site inspections for single-familyand duplex residential projects. These inspections, as required under the <strong>City</strong>’s MS4 NPDESpermit, are no longer being done. It is recommended that a program be staffed for theconstruction site inspections <strong>of</strong> these residential projects as well as for the review <strong>of</strong>construction plans and surface water management calculations at the time <strong>of</strong> permitapplication.4. Implement a program for the training and certification <strong>of</strong> the Building Department inspectorsand the Code Enforcement inspectors with regards to inspection <strong>of</strong> high risk facilities,awareness and identification <strong>of</strong> illicit connections, and the inspections and best managementpractices <strong>of</strong> construction site controls related to the <strong>City</strong>’s comprehensive stormwaterprogram and the MS4 NPDES permit.5. Develop a program in written format requiring that inspections and maintenance <strong>of</strong> privatestormwater management systems be reported to the <strong>City</strong> on a regular basis, possible annually,every two years or every five years. This would require a change to the code.
