<strong>City</strong> <strong>of</strong> <strong>Boca</strong> <strong>Raton</strong> Regulatory Information SummaryMS4 NPDES Permit ProgramPublic Education ProgramsThe <strong>City</strong> participates in the stenciling <strong>of</strong> drainage inlets to note that they are “discharging to surfacewaters”, trash and beach clean-up events, and provides public education material and information via the<strong>City</strong>’s website. The website also has a link to the Palm Beach County MS4 NPDES website (www.pbconpdes.org)which <strong>of</strong>fers further downloads related to the proper maintenance <strong>of</strong> surface waters. The <strong>City</strong>also distributes brochures regarding swale maintenance.Illicit Connections<strong>City</strong> field crews have been trained to look for illicit discharges and/or connections to the drainage system.During the work being carried out under an assigned Work Order, the crew will make a notation on theWork Order form in the appropriate space for “Illicit Connection Found?: ___ Yes ___ No”. The illegalconnection will be plugged or removed. A report is made to the <strong>City</strong>’s Stormwater Manager for trackingpurposes. If the illicit connection problem cannot be resolved in the field by plugging or removal, theStormwater Manager and/or Code Enforcement will get involved in determining the appropriate action toidentify the source and remove the connection.High Risk Facilities Inspection and MonitoringThe <strong>City</strong> identifies the High Risk Facilities within their MS4 on an annual basis using the EPAEnvir<strong>of</strong>acts Data Warehouse. The <strong>City</strong> inspected the sites during the first permit term and determinedthat none <strong>of</strong> the High Risk Facilities were connected to the <strong>City</strong>’s MS4 system. Subsequently, these siteshave not been inspected. The <strong>City</strong> is under permit obligation to perform an annual inspection <strong>of</strong> theidentified sites in order to confirm that there have not been any connections or discharges made to itsMS4.Construction Site Inspections:Upon issuance <strong>of</strong> the building permit for construction, <strong>Development</strong> Services notifies the PWRS that apre-construction meeting is required. At the pre-construction meeting, the scope <strong>of</strong> the project isdiscussed and the responsibility for required inspections and reporting related to construction siteactivities is assigned. The owner and contractor are notified <strong>of</strong> the requirements under the NPDES permitprogram including filing the Florida Department <strong>of</strong> Environmental Protection Notice <strong>of</strong> Intent to UseGeneric Permit for Stormwater Discharge from Large and Small Construction Activities (NOI) underRule 62-621.304(4) F.A.C., the Notice <strong>of</strong> Termination (NOT) and the responsibility to adhere to theL:\boca\bocaswmp\A6016.02\Final Task 2 Report - 1-07-08\r01acjh.docPage 8MOCK•ROOS
