The <strong>City</strong> shares the MS4NPDES Permit with all the other Palm Beach County co-permittes and is currentlyparticipating in the evaluation <strong>of</strong> whether a county-wide public education program mightbe more efficient than individual municipal efforts.9. Prohibit disposal <strong>of</strong> grass clippings/yard waste in stormwater management system,swales, and roadways. This would require a change to the code. Subsequent discussionwith staff resulted in the understanding that the existing <strong>City</strong> code’s prohibition <strong>of</strong>anything but stormwater in the MS4 (with listed exceptions) already meets thisrecommendation. No code modification is needed. However, a staff education programand a pr<strong>of</strong>essional landscaper notification program are recommended.10. Educate the public regarding the benefits <strong>of</strong> restricting the use <strong>of</strong> fertilizers containingphosphorus. Consider making use <strong>of</strong> existing public education programs and tailor themfor use specifically to the <strong>City</strong> <strong>of</strong> <strong>Boca</strong> <strong>Raton</strong>. This is also a requirement <strong>of</strong> the <strong>City</strong>’sMS4 NPDES permit. Likewise, it is being considered for inclusion in a county-wideeducation program. The cost, if any, to the <strong>City</strong> should be negligible.11. Implement a tracking mechanism for maintenance <strong>of</strong> exfiltration trench which is separatefrom the current method <strong>of</strong> tracking exfiltration trench inspections. This is recommendedfor the purposes <strong>of</strong> annual reporting and to address a comment received from the FDEPon the last Annual Report submittal. The cost <strong>of</strong> development <strong>of</strong> a tracking mechanismshould be minimal; but it will require the training <strong>of</strong> staff and additional staff time toimplement.12. Implement a tracking method within the Fire Rescue Department for hazardous materialspills responded to and for non-hazardous material spills responded to for purposes <strong>of</strong>annual reporting. Again, the development <strong>of</strong> the tracking mechanism should be minimal.It will require cooperation from the Fire Rescue Department for education <strong>of</strong> staff andimplementation.13. Implement an annual inspection <strong>of</strong> all high risk facilities within the <strong>City</strong> and confirm thatthere are no facilities with a potential to discharge to the <strong>City</strong>’s MS4 for purposes <strong>of</strong>annual reporting. The development <strong>of</strong> a program should require a small effort. Theprogram could be developed by staff or be completed by its consultant. Theimplementation <strong>of</strong> the inspection program will require staff time and training.14. Complete the replacement <strong>of</strong> the MP2 Database system and training <strong>of</strong> the appropriatepersonnel to enter and access the data. Develop a connection between this database andthe <strong>City</strong>’s stormwater GIS. This recommendation is being carried out by staff.15. Hire and assign a staff person within the Municipal Services Department, dedicated tothe coordination <strong>of</strong> the stormwater utility and the MS4 NPDES related issues, includingL:\boca\bocaswmp\A6016.03\rp02accm.docPage 65MOCK•ROOS
