Therefore the service is best managed at national government level.2. Purpose of the <strong>Norms</strong> <strong>and</strong> St<strong>and</strong>ardsThe norms <strong>and</strong> st<strong>and</strong>ards for environmental health will assist in setting a benchmark of quality againstwhich delivery of environmental health services can be moni<strong>to</strong>red.The main purpose of the norms <strong>and</strong> st<strong>and</strong>ards is <strong>to</strong> provide a national approach in ensuringst<strong>and</strong>ardization of functions <strong>and</strong> activities in the delivery of environmental health services <strong>and</strong> establish alevel against which environmental health service delivery can be assessed <strong>and</strong> gaps identified.This environmental health norms <strong>and</strong> st<strong>and</strong>ards will be aligned <strong>to</strong> the norms <strong>and</strong> st<strong>and</strong>ards for healthestablishments as published by the Office of the <strong>Health</strong> St<strong>and</strong>ards Compliance.3. Background <strong>and</strong> structure of the <strong>Norms</strong> <strong>and</strong> St<strong>and</strong>ardsThese <strong>National</strong> <strong>Norms</strong> <strong>and</strong> St<strong>and</strong>ards reflect the South African policy context <strong>and</strong> are based <strong>to</strong> a largeextent on existing legislation, policies, guidelines, pro<strong>to</strong>cols related <strong>to</strong> environmental health, includingthose for which cus<strong>to</strong>dianship lies with other government departments such as the Department of<strong>Environmental</strong> Affairs, Department of Water Affairs, Social Development <strong>and</strong> the South African Bureau ofSt<strong>and</strong>ards, etc. The st<strong>and</strong>ards embody what <strong>Environmental</strong> <strong>Health</strong> Practitioners are expected <strong>to</strong> do indelivering functions as per the Scope of Profession, <strong>and</strong> as well as requirements for other sec<strong>to</strong>rs, suchas business, public sec<strong>to</strong>r, private <strong>and</strong> public owned or occupied premises in order <strong>to</strong> comply withlegislation for protection of public health.The focus areas for these st<strong>and</strong>ards includes the <strong>Health</strong> Surveillance of Premises (which includes vec<strong>to</strong>rcontrol, food safety, environmental pollution control, noise control, points of entries <strong>and</strong> disposal of thedead), <strong>Health</strong> related Water Quality Moni<strong>to</strong>ring <strong>and</strong> Waste management. These particular st<strong>and</strong>ards donot cover chemical safety, hazardous substances <strong>and</strong> communicable diseases control, although thesest<strong>and</strong>ards will be developed over time. The st<strong>and</strong>ards are structured in chapters/functional areas:Chapter 1: <strong>Norms</strong> <strong>and</strong> st<strong>and</strong>ards for health surveillance of premises, which scope of applicabilitycovers ‘premises” as defined in the <strong>National</strong> <strong>Health</strong> Act 61 of 2003 <strong>and</strong> set out the requirements for eachpremises <strong>to</strong> ensure compliance with legislation <strong>and</strong> also set out st<strong>and</strong>ards for environmental healthmoni<strong>to</strong>ring by EHPs.Chapter 2: <strong>Norms</strong> <strong>and</strong> St<strong>and</strong>ards for Port health, which covers requirements for points of entries, ships<strong>and</strong> aircraftsChapter 3: <strong>Norms</strong> <strong>and</strong> St<strong>and</strong>ards for health related water quality moni<strong>to</strong>ring, which covers specificservices essential in moni<strong>to</strong>ring the quality of water by <strong>Environmental</strong> <strong>Health</strong> Practitioners for varioussettings <strong>and</strong> situations, as well as specifications for the quality of water.Chapter 4: <strong>Norms</strong> <strong>and</strong> st<strong>and</strong>ards for waste management, which covers requirements for hazardous <strong>and</strong>general waste <strong>and</strong> moni<strong>to</strong>ring requirements for EHPs.Each chapter includes an index which guides the sections within the chapter.Chapter 5: <strong>Norms</strong> <strong>and</strong> st<strong>and</strong>ards for hazardous substances <strong>and</strong> chemicals management, whosescope of applicability covers the s<strong>to</strong>rage, labeling, packaging <strong>and</strong> disposal of chemicals <strong>and</strong> hazardoussubstances.4. The use of the <strong>Norms</strong> <strong>and</strong> St<strong>and</strong>ardsThe over-riding goals of these norms <strong>and</strong> st<strong>and</strong>ards are <strong>to</strong> assist in improving the provision ofenvironmental health services in the country by EHPs <strong>and</strong> promoting compliance <strong>to</strong> environmental healthrelated legislation by all. The primary activity therefore is <strong>to</strong> ensure that these st<strong>and</strong>ards are disseminated<strong>to</strong> all EHPs, particularly functional EHPs based at District <strong>and</strong> Metropolitan Municipality, Points of Entries<strong>and</strong> Provincial Departments of <strong>Health</strong>, as well as <strong>to</strong> the general public, <strong>and</strong> that adherence <strong>to</strong> thesest<strong>and</strong>ards becomes a norm.DOH. <strong>Norms</strong> <strong>and</strong> st<strong>and</strong>ards for environmental health in South Africa Feb 2013 10
