2.1 <strong>Environmental</strong> health inspections of office building <strong>and</strong> accommodation should be conducted at leas<strong>to</strong>nce in a year.2.2 An inspection report, including the relevant health recommendations must be issued <strong>to</strong> the person incharge of the building after every inspection is conducted.2.3 Checklists for routine inspections should be designed <strong>and</strong> maintained for use during every inspection.2.4 Inspections should be coordinated with all relevant stakeholders, such as the Department of Labourresponsible for health <strong>and</strong> safety issues in a work place.3. STANDARDS FOR OFFICE BUILDINGS ACCOMMODATIONOffice building <strong>and</strong> accommodation must comply with the following requirements:3.1 Toilet <strong>and</strong> ablution facilitiesa) Adequate sanitation <strong>and</strong> h<strong>and</strong> washing facilities must be available on the premises for use byemployees, in accordance with Part F, P <strong>and</strong> Q of the SANS 10400.b) At least 1 (one) <strong>to</strong>ilet facility <strong>and</strong> 1 (one) h<strong>and</strong> wash basin must be provided for every 50 employeeson the premises. 1(one) urinal must be provided for every 50 employees on the premises.c) Hot <strong>and</strong> cold running water must be provided at every h<strong>and</strong>wash basin.d) Toilets must be designated by sex.e) Floors of the <strong>to</strong>ilet must be constructed of an easily cleanable surface.f) Walls must be constructed of a smooth finish <strong>and</strong> painted with a light coloured washable paint.g) Toilet facilities must be kept clean at all times, <strong>and</strong> provided with an adequate supply of <strong>to</strong>ilet paper,soap <strong>and</strong> drying <strong>to</strong>wels.h) Toilet facilities must be maintained in good working order <strong>and</strong> in good repair at all times.i) Toilet facilities must be adequately ventilated <strong>and</strong> illuminated in accordance with the provision of PartO of the <strong>National</strong> Building Regulations.SECTION 22: OPERATION OF BOILER, INCENIRATORS AND PRIVATE SEWAGE WORKS ONPREMISESThe operation of boilers, incinera<strong>to</strong>rs <strong>and</strong> private sewage works must comply with the followingrequirements:a) Coal <strong>and</strong> fuel burning equipment such as boilers <strong>and</strong> incinera<strong>to</strong>rs must be operated effectively <strong>to</strong>minimize smoke, gas, odours, fly-ash or any other form of air pollution.b) Only incinera<strong>to</strong>rs <strong>and</strong> boilers which conform <strong>to</strong> prescribed requirements as set in the must be used.Pam I think we should mention requirements in terms of what legislation.c) Incinera<strong>to</strong>rs <strong>and</strong> boilers must be maintained in good working order <strong>to</strong> ensure pollution freeperformance.d) The competent Authorities (Port <strong>Health</strong>), designated supervisors <strong>and</strong>/or the local <strong>Environmental</strong><strong>Health</strong> practitioners should moni<strong>to</strong>r the incinera<strong>to</strong>rs <strong>and</strong> boilers so as <strong>to</strong> ensure that they areoperating effectively in terms of permit conditions <strong>and</strong> the applicable local authority’s by-laws.e) All necessary technical investigations should be conducted by the opera<strong>to</strong>rs of incinera<strong>to</strong>rs <strong>and</strong>boilers <strong>to</strong> ensure that the coal <strong>and</strong> fuel burning equipment <strong>and</strong> other relevant disposal facilities areoperated in accordance with the relevant permit requirements.f) Private sewage disposal works or refuse (l<strong>and</strong>fill) disposal sites managed must be operatedeffectively in accordance with prescribed legislation <strong>and</strong> permit conditions for operation of l<strong>and</strong>fills<strong>and</strong> sewage works.g) Evaluations/moni<strong>to</strong>ring should be included in the waste/pollution management plans <strong>and</strong> beimplemented per plans.h) Any final effluent or sludge emanating from the sewage disposal works must be utilized in accordancewith prescribed national guidelines <strong>to</strong> prevent soil <strong>and</strong> water pollution.i) The sewage drainage system must be maintained effectively <strong>to</strong> prevent blockages <strong>and</strong> spills thatcould give rise <strong>to</strong> environmental pollution.j) EHPs should periodically moni<strong>to</strong>r the quality of the final effluent in the private sewage works so as <strong>to</strong>ascertain compliance with the effluent st<strong>and</strong>ards prescribed by Regulation 991 promulgated in termsDOH. <strong>Norms</strong> <strong>and</strong> st<strong>and</strong>ards for environmental health in South Africa Feb 2013 73
