Transport of dangerous goods- Intermediate bulk containers for road <strong>and</strong> railtransport• SANS 102232 Part 3 <strong>and</strong> 4: emergency information systems response guides <strong>and</strong> emergency cards• <strong>National</strong> Road traffic Act 93 of 1996 enforced by the dangerous goods inspec<strong>to</strong>r <strong>and</strong> the trafficofficers, employed by the Department of transport <strong>and</strong> municipalities.SECTION 8: TEMPORARY STORAGE OF HAZARDOUS WASTE7.1 Temporary s<strong>to</strong>rage areas for hazardous substances must comply with the followingrequirements:EHPs should moni<strong>to</strong>r temporary s<strong>to</strong>rage areas for hazardous substances <strong>to</strong> ensure compliance with thefollowing requirements:a) The area must adequately illuminated <strong>and</strong> ventilated in accordance with the <strong>National</strong> BuildingRegulations <strong>and</strong> <strong>National</strong> Building St<strong>and</strong>ards Act.b) The s<strong>to</strong>rage area must be rodent-proofed in accordance with the best available method.c) The floor surface must be free from cracks <strong>and</strong> must have a firm waterproof base <strong>to</strong> preventpermeation of s<strong>to</strong>rm water <strong>and</strong> constructed of a fire proof <strong>and</strong> theft resistant materials.d) The walls, fittings <strong>and</strong> shelving must be constructed of non combustible materialse) The s<strong>to</strong>rage area must be enclosed <strong>and</strong> secured <strong>to</strong> prevent unauthorized entry.f) The s<strong>to</strong>rage area must be marked/labelled with the relevant hazard symbols of the relevant wastestreams <strong>and</strong> have a written warning statement.g) Hazardous waste material must be separately s<strong>to</strong>red from other chemicals or products.h) Hazardous waste must be s<strong>to</strong>red separately <strong>to</strong> prevent possible reactions <strong>and</strong> spillages of materiali) Hazardous waste must be s<strong>to</strong>red away from sources of heat <strong>and</strong> materials that are flammable <strong>and</strong>can easily catch fire.j) The use of wood pallets should be avoided.k) Hazardous waste must be s<strong>to</strong>red away from the door <strong>and</strong> areas with excessive pedestrian traffic.l) Safe <strong>and</strong> convenient height s<strong>to</strong>rage <strong>to</strong> be maintained <strong>to</strong> avoid accidental tip over.m) Hazardous waste containers must not be placed directly on the floor.n) Overcrowding hazardous waste containers shall be avoided.o) The s<strong>to</strong>rage area must be kept clean <strong>and</strong> dry at all times.1.6 Management of accidental spillagesAn EHP must moni<strong>to</strong>r spillages of s<strong>to</strong>red waste <strong>and</strong> transported waste <strong>to</strong> ensure that it is managed asfollows, <strong>to</strong> prevent surface <strong>and</strong> groundwater pollution <strong>and</strong> any public health hazardsa) The s<strong>to</strong>rage area must have a waterproof spillage area, with effective drainage system. The spillagearea must have a spill kit equipped with:b) Hazardous substances dealer’s premises must have an emergency response policy <strong>and</strong> strategy inplace, <strong>to</strong> deal with spills of infectious <strong>and</strong> chemical waste <strong>and</strong> such policy <strong>and</strong> strategy must include:• Means <strong>to</strong> notify the person designated <strong>to</strong> supervise <strong>and</strong> execute the clean up;• Clean up procedure for each type of spillage;• Spill kit, consisting of elbow length gloves, closed shoes, full overalls, safety glasses <strong>and</strong>respira<strong>to</strong>rs; disinfectants; absorbent material; brooms, dustpans <strong>and</strong> shovels; <strong>and</strong> health care riskwaste containers <strong>and</strong> heavy duty plastic bags.• Procedures for the protection of the public <strong>and</strong> other personnel;• Procedures for the containment <strong>and</strong> disposal of types of hazardous waste;• <strong>Health</strong> <strong>and</strong> safety policy with proof that it has been communicated <strong>to</strong> all employees;• Means <strong>to</strong> notify the relevant authorities where necessary;• Arrangement of medical examination o for all affected personnel, including preventative treatmentcleaning procedures; <strong>and</strong>DOH. <strong>Norms</strong> <strong>and</strong> st<strong>and</strong>ards for environmental health in South Africa Feb 2013 122
