j) If more than 6 persons are employed on the premises, a clearly designated change room must beprovided <strong>and</strong> the change room must have a floor area providing at least 0,5m² for each employee,have a minimum overall floor area of 6m² <strong>and</strong> width of two metres, be equipped with an adequatemetal locker for each employee.k) If no change room is required in terms of paragraph (j) each employee must be provided with anadequate metal locker;l) For the purposes of washing, clipping or grooming of pets, a bathroom fitted with a bath, or similarfitting, <strong>and</strong> a wash h<strong>and</strong> basin supplied with running potable water must be provided.m) A clipping <strong>and</strong> grooming room fitted with impervious <strong>to</strong>pped tables <strong>and</strong> an adequate number ofportable s<strong>to</strong>rage receptacles of an impervious durable material with close fitting lids, for the s<strong>to</strong>rage ofcut hair pending removal, must be provided.n) All buildings, including s<strong>to</strong>rage areas, must be rodent-proof.o) The premises may not have direct internal access with any room or place used for human habitation,where clothing is s<strong>to</strong>red or sold, or where food is prepared, s<strong>to</strong>red or sold for human consumptionp) The exterior cavity of any tubular or hollow material used <strong>to</strong> construct a cage must be sealed.q) The cages must be able <strong>to</strong> be moved easily.r) The distance from any cage <strong>to</strong> the nearest wall must be a minimum of 150 mm;s) The cages must be kept a minimum of 450 mm above floor level, <strong>and</strong> the space below every cagemust be unobstructedt) Provide rodent-proof receptacles, of an impervious material <strong>and</strong> with close fitting lids, for the s<strong>to</strong>rageof all loose pet food in the s<strong>to</strong>rage facilities required in terms of section 137 (f)u) Provide adequate refrigeration facilities <strong>to</strong> s<strong>to</strong>re all perishable pet food on the premises.v) Ensure that in any room in which the pets are kept 50% of the floor space is unobstructed, <strong>and</strong> thecages are placed a minimum of 800 mm from one another.3.19 Hygiene st<strong>and</strong>ards for pet shops or pet parloursa) The cages must be cleaned on a regular basis <strong>to</strong> prevent accumulation of manure.b) The premises <strong>and</strong> every cage, tray, container, receptacle, basket <strong>and</strong> all apparatus, equipment orappliances used in connection with the pet shop or pet parlour must be maintained in a clean <strong>and</strong>sanitary condition, free from pests <strong>and</strong> in good repair.c) Overalls or other protective clothing for employees <strong>and</strong> ensure that the employees wear them whenon duty.d) Isolation facilities must be provided in which every pet which is, or appears <strong>to</strong> be, sick must be keptwhile on the premises.e) An adequate supply of potable water must be provided for drinking <strong>and</strong> cleaning purposes.f) Adequate ventilation must be ensured in the cages <strong>to</strong> ensure the comfort <strong>and</strong> survival of the pets.g) Measures must be taken <strong>to</strong> ensure that the number of pets contained in each cage does not impedetheir free movement.3.20 Removal of dead animals on all premises where animals are being kepta) All dead animals must be removed from the premises within 24 hours of its death, <strong>to</strong> prevent a healthnuisance or hazard from occurring.b) Disposal of dead animals must be done in an acceptable manner, the local authority should becontacted for collection <strong>and</strong> disposal of any dead animal on the premises, the owner’s cost.SECTION 18: INDUSTRIES PREMISESFor the purpose of these document industries refers <strong>to</strong> agricultural areas, hazardous substance dealer’spremises, including food manufacturing <strong>and</strong> processing industries.1. ENVROINMENTAL HEALTH MONITORING STANDARDS2.1 <strong>Environmental</strong> health inspections on industry premises should be conducted <strong>to</strong> assess dangerous,dirty <strong>and</strong> other unsatisfac<strong>to</strong>ry conditions. The risk profile of the premises should inform the frequencyof inspections of specific premises.2.2 Inspections should include the assessment of aspects such as ventilation, indoor air quality, lighting,moisture-proofing, thermal quality <strong>and</strong> structural safety.2.3 Inspection checklists should be designed <strong>and</strong> utilized during all inspections <strong>to</strong> guide <strong>and</strong> ensurecomplete assessment. An inspection report, indicating the conditions of the premises as well as therecommendations applicable, should be provided <strong>to</strong> the owner or person in charge after everyinspection.2.4 <strong>Health</strong> education should form an integral part of all environmental health compliance moni<strong>to</strong>ringinspections.3. STANDARDS FOR INDUSTRIESAll industry premises must comply with the following requirements:3.1 Waste managementa) The collection, h<strong>and</strong>ling, s<strong>to</strong>rage <strong>and</strong> disposal of waste on the premises must be in compliance withthe <strong>National</strong> <strong>Environmental</strong> Management, Waste Act 59 of 2008, the <strong>National</strong> Building Regulations<strong>and</strong> conform <strong>to</strong> the requirements as set out in the Section 2-5 of the <strong>Norms</strong> <strong>and</strong> St<strong>and</strong>ards for WasteManagement.3.2 Water qualitya) Adequate supply of running free potable water that is in compliance with the SANS 241 with regards<strong>to</strong> its chemical, microbiological <strong>and</strong> physical quality must be available on the premises.b) If water tankers are used, care must be taken <strong>to</strong> ascertain that they are suitable for delivering potablesafe water <strong>and</strong> it must first be disinfected before used for potable water distribution.c) For industry that have either direct or indirect discharge of process wastewater, wastewater fromutility operations or s<strong>to</strong>rm water <strong>to</strong> the environment, <strong>and</strong> industrial discharges <strong>to</strong> sanitary sewers, <strong>and</strong>the treatment thereof must conform <strong>to</strong> the requirements as specified by the Water Services Act 108 of1997, <strong>and</strong> its Regulations <strong>to</strong> ensure prevention of pollution.d) Discharges of process wastewater, sanitary wastewater, wastewater from utility operations or s<strong>to</strong>rmwater <strong>to</strong> surface water should not result in contaminant concentrations in excess of local water qualitycriteria.e) Discharges of industrial wastewater, sanitary wastewater, wastewater from utility operations or s<strong>to</strong>rmwater in<strong>to</strong> public or private wastewater treatment systems should: meet the pre-treatment <strong>and</strong>moni<strong>to</strong>ring requirements of the sewer treatment system in<strong>to</strong> which it discharges <strong>and</strong> not interfere,directly or indirectly, with the operation <strong>and</strong> maintenance of the collection <strong>and</strong> treatment systems, orpose a risk <strong>to</strong> worker health <strong>and</strong> safety.3.3 Air emissions <strong>and</strong> ambient air qualitya) For industry that generates emissions <strong>to</strong> air at any stage of the project life-cycle, emissions must bein compliance with the st<strong>and</strong>ards as specified by the <strong>National</strong> <strong>Environmental</strong> Management, Air QualityAct 39 of 2004, <strong>to</strong> protect environmental health.3.4 Hazardous substances managementDOH. <strong>Norms</strong> <strong>and</strong> st<strong>and</strong>ards for environmental health in South Africa Feb 2013 69
