a) The use, h<strong>and</strong>ling, s<strong>to</strong>rage <strong>and</strong> application <strong>and</strong> disposal of any hazardous substances (chemicals,pesticides, rodenticides) on the premises that may cause injury, ill-health or death of any humanbeing by reason of their <strong>to</strong>xic, corrosive, irritant, strongly sensitizing or flammable nature orradioactive nature, shall be managed in compliance with the Hazardous Substances Act, 15 of 1973<strong>and</strong> its Regulation <strong>and</strong> conform <strong>to</strong> the requirements as set out in the section……of the <strong>Norms</strong> <strong>and</strong>St<strong>and</strong>ards for Hazardous Substances Management.3.5 Noise controla) The level of noise produced on an industry that emits noise should conform <strong>to</strong> the requirements asspecified in the <strong>Environmental</strong> Conservation Act 73 of 1989 Noise Control Regulations.b) Noise prevention <strong>and</strong> mitigation measures should be applied where predicted or measured noiseimpacts from a project facility or operations exceed the applicable noise level guideline at the mostsensitive point of reception.c) Utilising measures for controlling noise from stationary sources by implementing noise controlmeasures at source.3.6 Toilet <strong>and</strong> ablution facilitiesa) Adequate sanitation <strong>and</strong> h<strong>and</strong> washing facilities must be available on the premises for employees<strong>and</strong> for the general public. At least 1 (one) <strong>to</strong>ilet facility <strong>and</strong> 1 (one) h<strong>and</strong> wash basin must beprovided for every 50 members of the public, <strong>and</strong> 1 (one) <strong>to</strong>ilet facility <strong>and</strong> 1 (one) h<strong>and</strong>wash basinmust be provided for every 20 (twenty) employees on the premises.b) In terms of Part O of the SANS 0400, adequate showers must be provided on the premises for use byemployees <strong>and</strong> be adequately ventilated.c) The showers <strong>and</strong> h<strong>and</strong>wash basins must be equipped with a supply of potable running hot <strong>and</strong> coldwater.d) Walls <strong>and</strong> floors of showers must be constructed of a smooth <strong>and</strong> easily cleanable material <strong>and</strong> thewalls must be painted with a light coloured paint.e) Suitable, effective <strong>and</strong> approved drainage <strong>and</strong> sewage disposal system must be in place on thepremises.f) An adequate supply of <strong>to</strong>ilet paper, soap <strong>and</strong> drying material must be provided in the showers <strong>and</strong>h<strong>and</strong>wash basin.g) Toilet facilities <strong>and</strong> showers must be marked clearly <strong>and</strong> in a conspicuous manner.3.7 Changing roomsa) In respect of employees who have <strong>to</strong> change in the workplace, separate change rooms must beprovided for both males <strong>and</strong> females on the premises.b) The change rooms must not be located near any room where there is possible exposure <strong>to</strong> ahazardous chemical substance or a hazardous biological agent; in which untanned hides or skins orunwashed wool or mohair are treated, processed or s<strong>to</strong>red;c) Change rooms must be equipped with separate lockers for s<strong>to</strong>rage of each employee’s personalbelongings.d) Change rooms must be adequately ventilated by natural or artificial ventilation, in terms of Part O ofthe SANS 0400.1. NORMSSECTION 19: PRISONS, INCL POLICE STATION HOLDING CELLS1.1 The premises operated under a valid <strong>Health</strong> Certificate issued by an EHP of a relevant municipality,<strong>to</strong> the effect that the premises <strong>and</strong> general facilities comply with environmental health requirements.1.2 The premises, building structure <strong>and</strong> facilities in compliance with the requirements of the <strong>National</strong>Building Act <strong>and</strong> the <strong>National</strong> Building Regulations, act 103 of 1977 <strong>and</strong> conforms <strong>to</strong> thespecifications of the SANS 10400.2. 2.1 <strong>Environmental</strong> health inspections of prisons <strong>and</strong> holding cells should be conducted at least twice (2)every year. The risk profile of specific premises should also inform the frequency of inspections.2.2 Inspection checklists should be designed <strong>and</strong> utilized during all inspections. The design of thechecklist should be informed by the health requirements that prison premises must comply with.2.3 Inspections of prisons <strong>and</strong> holding cells should include the assessment of aspects such as ventilation,indoor air quality, lighting, moisture-proofing, thermal quality <strong>and</strong> structural safety of the premises, aswell as overcrowding, dirty <strong>and</strong> unsatisfac<strong>to</strong>ry health conditions.2.4 An inspection report, including the relevant health recommendations must be issued <strong>to</strong> the person incharge of the school after every inspection is conducted.2.5 A database/inven<strong>to</strong>ry of all premises used as prisons, including police stations with holding cellsshould be maintained by EH in their municipality for moni<strong>to</strong>ring <strong>and</strong> control purposes.3. STANDARDS FOR PRISON AND HOLDING CELLSPrisons, including police station holding cells must comply with the following health <strong>and</strong> safetyrequirements:3.1 Structural facilitiesa) Adequate floor space must be available for each prisoner/inmate on the premises, with regards <strong>to</strong> cellaccommodation <strong>to</strong> enable prisoners <strong>to</strong> move freely, <strong>and</strong> for sleeping purposes.b) At least …….m 2 of floor space must be available in a cell for each inmate consisting of single orcommunal cells or both, in accordance with part ………..of the <strong>National</strong> Building Regulations.c) Prison cells must be adequately ventilated by natural ventilation, illuminated by both natural <strong>and</strong>artificial lighting, <strong>to</strong> allow activities such as reading, <strong>and</strong> heated in terms of the <strong>National</strong> BuildingRegulations, SANS 10400.d) Holding cells must be kept clean at all times, free from debris, litter <strong>and</strong> other miscellaneous rubbish<strong>and</strong> be maintained in good repair.e) Adequate s<strong>to</strong>rage facilities must be provided for the s<strong>to</strong>rage of personal belongings of each inmate.3.2 Toilet <strong>and</strong> ablution facilitiesa) Adequate <strong>to</strong>ilet, h<strong>and</strong> washing <strong>and</strong> shower facilities must be available on the premises for use byinmates.b) At least 1 (one) <strong>to</strong>ilet facility <strong>and</strong> 1 (one) h<strong>and</strong> wash basin must be provided for every 20 (twenty)inmates on the premises; orc) 1(one) urinal must be provided for every 50 inmates on the premises.d) In the case where the <strong>to</strong>ilet is located in cell, it must be enclosed <strong>to</strong> ensure privacy.e) 1 (one) shower must be provided for every 20 (twenty) inmates on the premises.f) Potable running hot <strong>and</strong> cold water must be available of every h<strong>and</strong>wash basin <strong>and</strong> shower.g) Floors of the <strong>to</strong>ilet must be constructed of an easily cleanable surface <strong>and</strong> walls are constructed of asmooth finish <strong>and</strong> painted with a light coloured washable paint.h) Toilet facilities must be kept clean at all times, <strong>and</strong> provided with an adequate supply of <strong>to</strong>ilet paper,soap <strong>and</strong> drying <strong>to</strong>wels.i) Toilet facilities must be maintained in good working order <strong>and</strong> in good repair at all times.3.3 Waste managementa) The collection, h<strong>and</strong>ling, s<strong>to</strong>rage <strong>and</strong> disposal of waste on the premises must be in compliance withthe <strong>National</strong> <strong>Environmental</strong> Management: Waste Act 59 of 2008, the <strong>National</strong> Building Regulations<strong>and</strong> also conform <strong>to</strong> be in line with the requirements as set out in Section2-5 of the <strong>Norms</strong> <strong>and</strong>St<strong>and</strong>ards for Waste Management.3.4 Laundering facilitiesa) Prisons must have access <strong>to</strong> well managed laundry facilities for the effective laundering of bedding<strong>and</strong> clothing for prisoners;DOH. <strong>Norms</strong> <strong>and</strong> st<strong>and</strong>ards for environmental health in South Africa Feb 2013 71
