EHPs should moni<strong>to</strong>r waste transfer station <strong>and</strong> l<strong>and</strong>fill sites <strong>to</strong> ensure conformance <strong>to</strong> the followingrequirements:a) A transfer station must be enclosed with a minimum 2 meter high brick/palisade/concrete <strong>to</strong> preventunauthorized entry.b) A transfer station must have a controlled entry gate <strong>to</strong> prevent unauthorized entryc) A transfer station must have adequate equipment required for the operation of the station.d) There must be a person in charge <strong>and</strong> personnel during operational times <strong>to</strong> administer <strong>and</strong> managethe facility.e) A transfer station must have sanitary facilities as prescribed in the <strong>National</strong> Building Regulations <strong>and</strong><strong>National</strong> Building St<strong>and</strong>ards Act.f) Wind screens must be provided <strong>to</strong> protect blowing papers.g) Water sprays must be provided <strong>to</strong> control dust.h) A spill kid must be available <strong>and</strong> pilled general waste shall be picked up immediately.i) No general waste must be disposed off or littered in public places, open spaces, vacant l<strong>and</strong>,pavement, street or watercourse other than at a permitted l<strong>and</strong>fill site or garden refuse site.j) An operating general waste disposal facility must have an approved site <strong>and</strong> layout plan, operationalplan, <strong>and</strong> an end use plan. The site <strong>and</strong> layout plan; <strong>and</strong> operational plan shall indicate the layoutdesign, equipments <strong>and</strong> all the required facilities. The end use plan shall include the cover <strong>and</strong>l<strong>and</strong>scape design, control of l<strong>and</strong>fill gases, collection <strong>and</strong> treatment of leachate <strong>and</strong> environmentalmoni<strong>to</strong>ring systems.Waste disposal facilities/facilitya) An operating general waste disposal facility must have an approved site <strong>and</strong> layout plan, operationalplan, <strong>and</strong> an end use plan. The site <strong>and</strong> layout plan; <strong>and</strong> operational plan must indicate the layoutdesign, equipments <strong>and</strong> all the required facilities. The end use plan must include the cover <strong>and</strong>l<strong>and</strong>scape design, control of l<strong>and</strong>fill gases, collection <strong>and</strong> treatment of leachate <strong>and</strong> environmentalmoni<strong>to</strong>ring systems.b) A waste disposal facility must be enclosed with a minimum 2 meter high brick/palisade/concrete <strong>to</strong>prevent unauthorized entry;c) A waste disposal facility must have a controlled entry gate <strong>to</strong> prevent unauthorized entry;d) There must be a person in charge <strong>and</strong> personnel during operational times <strong>to</strong> administer <strong>and</strong> managethe facility;e) There must be adequate sanitary facilities for use by staff as prescribed in the <strong>National</strong> BuildingRegulations <strong>and</strong> <strong>National</strong> Building St<strong>and</strong>ards Act;f) There must be adequate changing area for all sexes, provided with-• wash h<strong>and</strong> basin provided with hot <strong>and</strong> cold portable running water supply.• an adequate supply of soap <strong>and</strong> disposable <strong>to</strong>wel or h<strong>and</strong> drying material.g) Unsafe excavations shall be protected b y the person in charge of the waste disposal facility;h) All waste disposal facility personnel must have appropriate protective clothing, including industrialgloves, effective face masks, safety boots <strong>and</strong> overalls at all times while working;i) Adequate drainage system <strong>and</strong> s<strong>to</strong>rm water diversion measures shall be in place <strong>to</strong> prevent stagnantwater runoff;j) Leachate <strong>and</strong> gas management system must be in place when significant leachate is generated;k) The waste disposal facility site must be adequately maintained on a daily basis.l) Windblown litter that must be removed daily <strong>and</strong> be contained in the facility by means of screens orbarriers.m) Odours must be controlled by effective odour suppressants <strong>and</strong> air quality moni<strong>to</strong>ring at the boundaryof the facility <strong>and</strong> from any treatment facilities located on the l<strong>and</strong>fill site.n) Vermin <strong>and</strong> public health vec<strong>to</strong>rs, must be adequately prevented <strong>and</strong> controlled by daily cover <strong>and</strong>elimination of st<strong>and</strong>ing waterj) Dust, must be controlled by spraying water on the entrance <strong>and</strong> on internal road gravel access roads;<strong>and</strong> fire control prevention <strong>and</strong> measures must be in place.DOH. <strong>Norms</strong> <strong>and</strong> st<strong>and</strong>ards for environmental health in South Africa Feb 2013 120
