DEFINING TERMSFor the purpose of this document the following definitions apply:“<strong>Norms</strong>”A norm is defined as “the desired status” with regard <strong>to</strong> compliance <strong>and</strong> requirements.A norm also means a “norm” as defined by the <strong>National</strong> <strong>Health</strong> Act, act 61 of 2003, which means “astatistical normative rate of provision or measurable target outcome over a specific time period”. Thisnorm shall particularly refer <strong>to</strong> the norms <strong>and</strong> st<strong>and</strong>ards for health establishments.“St<strong>and</strong>ards”A st<strong>and</strong>ards is a “m<strong>and</strong>a<strong>to</strong>ry legal requirements” or a recommendation that one is expected <strong>to</strong> follow <strong>to</strong>obtain the desired norm outcome. It is a statement of an expected level of quality delivery. They reflectthe ideal performance level.In this document, “must” shall indicate a m<strong>and</strong>a<strong>to</strong>ry requirement; “should” shall indicate that which isrecommended on the strength of authoritative sources, but cannot be interpreted as m<strong>and</strong>a<strong>to</strong>ry.DOH. <strong>Norms</strong> <strong>and</strong> st<strong>and</strong>ards for environmental health in South Africa Feb 2013 8
