SECTION 3: STORAGE OF GENERAL WASTEEH should moni<strong>to</strong>r the s<strong>to</strong>rage of general waste at premises <strong>to</strong> ensure conformance <strong>to</strong> the followingst<strong>and</strong>ards.2.1 S<strong>to</strong>rage of domestic, business, industrial, dailies <strong>and</strong> events waste.a) In terms of <strong>National</strong> Waste Collection Domestic St<strong>and</strong>ards 2008, all domestic, business, industrial,dailies <strong>and</strong> event waste genera<strong>to</strong>rs shall have an approved receptacle provided by the local council ormunicipality, which is leak proof, intact, corrosive resistant <strong>and</strong> have a close fitting lid.b) The general waste s<strong>to</strong>rage area mustl have an impermeable floor.c) All domestic, business, industrial, dailies <strong>and</strong> event waste genera<strong>to</strong>rs shall have a designatedconvenient s<strong>to</strong>rage space for the location of waste receptacles or containers.d) The waste s<strong>to</strong>rage area for business, industrial, dailies <strong>and</strong> event waste must have a drainagesystem <strong>to</strong> collect all water runoff from the s<strong>to</strong>rage area in the event of rainy weather conditions.e) Black, beige, white or transparent heavy-duty refuse bags with a thickness of 80µm or more shall beused where no approved receptacles are provided.f) Dailies must be placed in approved waste receptacles lined with heavy duty refuse bags of 80µm ormore thickness <strong>and</strong> not be s<strong>to</strong>red for more than 24 hoursg) Contamination of dailies <strong>to</strong> other waste streams should be avoided.h) Condemned perishable foodstuffs shall be s<strong>to</strong>red in refrigera<strong>to</strong>rs not accessed by the patrons.i) Condemned non perishable foodstuffs shall be s<strong>to</strong>red in separate dry s<strong>to</strong>rage area not accessed bythe public.j) Every approved waste receptacle shall be kept closed, clean <strong>and</strong> in a hygienic condition at all times.2.2 S<strong>to</strong>rage of garden refusea) The generated garden waste may be composed on the premises provided such composting does notcause a nuisance.b) The generated garden waste may be s<strong>to</strong>red in a composed heap or suitable, intact <strong>and</strong> strong bags2.3 S<strong>to</strong>rage of building refusea) The building waste generated shall be kept in bulk, steel containers.b) The building waste container shall be marked with the name, address <strong>and</strong> telephone numbers of theperson in control of that receptacle so that he/she can be contacted should there be any nuisanceemanating from the s<strong>to</strong>red building waste.c) The building waste container shall be fitted with reflecting chevrons or reflec<strong>to</strong>rs which mustcompletely outline the front <strong>and</strong> the back thereof, <strong>to</strong> prevent any accidents due <strong>to</strong> non visibility.d) The building waste container shall be covered when not receiving or emptying waste, <strong>to</strong> preventdisplacement or waste from being blown away.e) The building waste container shall be placed on or near the premises on which waste is generated,as approved by the municipality concerned. SECTION 4: COLLECTION OF GENERAL WASTE3.5 Collection of domestic, business, condemned foodstuffs <strong>and</strong> industrial waste from premises.a) The collection of domestic, business, <strong>and</strong> industrial waste on premises must take place at least onceper week by the approved service provider or municipality, <strong>to</strong> prevent any nuisances <strong>and</strong> possibleillegal dumping.b) The collection of event waste must take place daily, if not possible, on the next immediate service dayavailable.c) The collection of dailies must take place daily <strong>to</strong> prevent decomposition of waste.d) The waste container or bags must not be placed on the public place/pavement except on thecollection day.e) Condemned perishable foodstuffs must be removed for disposal within 48 hours of identification fromthe premises.f) Condemned non perishable foodstuffs must be removed for disposal within 5 days of identificationfrom the premises.g) Condemned foodstuffs must be recorded by an EHP <strong>and</strong> be collected in the presence of an EHP.3.2 Collection of garden <strong>and</strong> bulky waste from premises.a) The genera<strong>to</strong>r of garden waste <strong>and</strong> bulky waste must ensure that it is collected within reasonabletime after the generation thereof <strong>to</strong> prevent the emanation of any nuisanceb) The bulk waste container must be collected within reasonable time once full or the use thereof is nolonger in need.SECTION 5: TRANSPORTATION OF GENERAL WASTEa) Any general waste transportation vehicle must be of adequate size <strong>and</strong> construction for the type ofwaste being transported.b) Any waste container loaded on the transportation vehicle must be intact, not corroded <strong>and</strong> notrendered unfit for the transportation of wastec) The waste transported must be covered with tarpaulin or suitable net with 5cm² holes or any suitablecover <strong>to</strong> prevent blowing of waste by wind.d) The waste transport vehicle shall be roadworthy <strong>and</strong> maintained in a hygienic condition at all timeswhen not in use.e) The transportation of waste must also comply with all other requirements as specified in the <strong>National</strong>Road Traffic Act, 1996 ( Act No. 93 of 1996)SECTION 6: DISPOSAL OF GENERAL WASTE5.1 EHPs should conduct inspections on premises <strong>and</strong> moni<strong>to</strong>r compliance with the following:a) No illegal dumping or littering of general waste is allowed on any premises.b) No burning of waste is occurring at the general waste disposal facility nor any residential <strong>and</strong>business premises except at an approved <strong>and</strong> permitted incinera<strong>to</strong>r.c) All general waste is disposed at a designated, permitted l<strong>and</strong>fill or waste disposal site or transferstation in the local council or municipality.d) Building waste is disposed at permitted l<strong>and</strong>fill site or must be used for the purpose of reclamation orfor recycling subject <strong>to</strong> written approval by the municipality.e) Garden waste is disposed at a designated, permitted garden waste disposal facility or any otherapproved facility by the local council or municipality.f) Dailies <strong>and</strong> condemned foodstuffs is covered immediately upon arrival at the disposal facility, in thepresence of the EHP.1.6 Requirements for waste transfer station <strong>and</strong> l<strong>and</strong>fill sites:DOH. <strong>Norms</strong> <strong>and</strong> st<strong>and</strong>ards for environmental health in South Africa Feb 2013 119
