• A waste management team, that comprises of the following members must be in place in eachfacility, <strong>to</strong> implement the facility waste management plan:• A facility Waste Management Officer;• An <strong>Environmental</strong> <strong>Health</strong> Practitioner;• Heads of departments within the health care facility;• An Infection Control Officer;• A Chief Pharmacist;• A Radiation Officer;• A Senior Nursing Manager;• A nominated <strong>Health</strong> <strong>and</strong> Safety representative;• Cleaning contrac<strong>to</strong>r/ cleaning manager;• A <strong>Health</strong> <strong>and</strong> Safety Manager; <strong>and</strong>• A waste management contrac<strong>to</strong>r, when required.c) The WMP must outline <strong>and</strong> document the following:• Duties <strong>and</strong> responsibilities of each team member;• An assessment of health care risk waste generated by the facility• Documents for all processes in the health care facility, <strong>and</strong> such documents must include but notlimited <strong>to</strong>, documented work instructions <strong>and</strong> work procedures, which are maintained <strong>and</strong>implemented in the facility.• The work procedures <strong>and</strong> instructions which are easy <strong>to</strong> read, such procedures <strong>and</strong> instructionsmust be posted at work places <strong>and</strong> at the point of use <strong>and</strong> must contain: identification of health care risk waste category; segregation of HCRW in<strong>to</strong> appropriate container; training in work procedures <strong>and</strong> work instructions; cleaning <strong>and</strong> disinfection; correct use of all facilities, equipment <strong>and</strong> personal protective clothing; s<strong>to</strong>rage of HCRW at the point of generation until collection; transportation of containerized HCRW for intermediate s<strong>to</strong>rage; transportation of HCRW for final treatment <strong>and</strong> disposal; controlls <strong>and</strong> moni<strong>to</strong>ring processes in each unit or department <strong>to</strong> achieve the specifiedcleanliness <strong>and</strong> infection control.• Material safety data sheets for chemical waste;• Employees training detailing; the attendance of training by all full time <strong>and</strong> part time/contract employees when employed<strong>and</strong> the attendance register, training schedule for new employees <strong>and</strong> refresher trainings with training dates, the scope of training, should include; aspects of the health care risk management policy,technical instructions relevant <strong>to</strong> the target group on the application of waste managementpractices, moni<strong>to</strong>ring techniques, procedures in case of spillages <strong>and</strong> accidents, the use ofpersonal protective clothing, safe h<strong>and</strong>ling of health care risk waste <strong>and</strong> the contents ofmaterial safety data sheets.• Personal <strong>and</strong> workplace hygiene procedures, detailing personal <strong>and</strong> environmental hygienepractices that must be exercised by all employees <strong>to</strong> protect themselves from accidentalinfections <strong>and</strong> exposures;• Inspection <strong>and</strong> quality control procedures, which outlines types <strong>and</strong> volumes of health risk wastegenerated, waste segregation procedures, collection schedules, the authorized contrac<strong>to</strong>r forcollection, transportation <strong>and</strong> disposal,, with record keeping thereof, any deviations from theprocedures <strong>and</strong> corrective action;• <strong>Health</strong> <strong>and</strong> safety policy with recommendations for medical examinations, check up, <strong>and</strong> a policyon immunization;• Safety instructions <strong>and</strong> precautions for the h<strong>and</strong>ling <strong>and</strong> s<strong>to</strong>rage of health care risk waste;• An emergency response policy <strong>and</strong> strategy <strong>to</strong> deal with spills of infectious <strong>and</strong> chemical waste.Such policy <strong>and</strong> strategy shall include: Means <strong>to</strong> notify the person designated <strong>to</strong> supervise <strong>and</strong> execute the clean up; Clean up procedure for each type of spillage; Spill kit, consisting of:DOH. <strong>Norms</strong> <strong>and</strong> st<strong>and</strong>ards for environmental health in South Africa Feb 2013 124

Non compliant procedures <strong>and</strong> appropriate corrective actions <strong>to</strong> be taken.• Record keeping for moni<strong>to</strong>ring waste management contrac<strong>to</strong>rs, detailing proof of proper treatment,destruction <strong>and</strong> disposal of the health care risk waste by the waste management contrac<strong>to</strong>r.• Procedures for disinfection of reusable health care risk waste containers which shall include: responsible person for disinfecting the reusable health care risk waste container; approved testing methodologies for relevant biological or other indica<strong>to</strong>rs <strong>relating</strong> <strong>to</strong> adequatedisinfection of a health care risk waste reusable container; moni<strong>to</strong>ring of the disinfection by responsible person for disinfecting the reusable health carerisk waste container; all pertinent operating procedures; frequency of testing; the competent person <strong>to</strong> determine the sampling area or location of the reusable health carerisk waste container; adequate disinfection of reusable health care risk waste containers must be tested <strong>and</strong>documented based on swap tests or similar sampling procedures; the accredited labora<strong>to</strong>ry <strong>to</strong> process the samples for bacterial <strong>and</strong> fungal organisms; Quarterly reports of the level of disinfection achieved by the facility must be compiled by theresponsible person for disinfecting the reusable health care risk waste container; Labora<strong>to</strong>ry results must be kept on record or a period of 3 years.9.2 HEALTH CARE RISK WASTE COLLECTION AND DISPOSAL BY CONTRACTORSAn EHP must moni<strong>to</strong>r the collection <strong>and</strong> disposal of HCRW <strong>to</strong> ensure that:a) Only permitted waste management contrac<strong>to</strong>rs must be contracted <strong>to</strong> render treatment <strong>and</strong> disposalservices for the health care facility;b) An EHP should moni<strong>to</strong>r that the contracted service provider for the collection is disposal of HCRWadheres <strong>to</strong> the terms of the contract with the facility.c) Contractual requirements between the health care facility <strong>and</strong> the waste management contrac<strong>to</strong>rmust include: Description of waste streams <strong>and</strong> volume of waste <strong>to</strong> be collected for treatment <strong>and</strong> disposal; Treatment <strong>and</strong> disposal processes <strong>to</strong> be used.; Verification of the physical condition of the health care risk waste packages received, The responsibility <strong>to</strong> sort, count <strong>and</strong> collect the health care risk waste packages.
