10. All inspection records must be safely kept.11. The EHPs should be familiar with, <strong>and</strong> have access <strong>to</strong> all relevant legislation, st<strong>and</strong>ard specifications<strong>and</strong> code of practices.STANDARDS FOR POINTS OF ENTRY AND CONVEYANCESSECTION 1: POINTS OF ENTRIESA point of entry is defined as a passage for international entry or exit of travelers, baggage, cargo,containers, conveyances, goods <strong>and</strong> postal parcels as well as agencies <strong>and</strong> areas providing services <strong>to</strong>them on entry or exit.(IHR 2005) This includes international airports, ports <strong>and</strong> ground crossings.The building of a point of entry must comply with the following requirements:1. Structural facilitiesa) The building structures must comply with the requirements of the <strong>National</strong> Building Regulations <strong>and</strong>the Building St<strong>and</strong>ards Act 103 of 1977 for office accommodation, as well as the SANS 10400, withregards <strong>to</strong> floors, walls, roofs, stairways, lighting <strong>and</strong> ventilation, drainage, sanitary disposal, s<strong>to</strong>rmwater disposal, facilities for persons with disabilities, fire protection <strong>and</strong> waste management.b) Adequate floor space must be provided <strong>to</strong> allow unobstructed movement of travelers including sickpassengers, mobile equipment, staff <strong>and</strong> <strong>to</strong> ensure that the facilities adheres <strong>to</strong> an acceptable level ofoccupation density in all facilities;c) The locality of all facilities, including lifts, fire escapes <strong>and</strong> general exits must be clearly indicated forconvenience of travellers, staff <strong>and</strong> any visi<strong>to</strong>rs;d) Facilities must be adapted <strong>to</strong> accommodate physically disabled persons;e) Places where work is performed in the Points of Entry must comply with requirements laid down bythe <strong>Environmental</strong> Regulations for Workplaces R2281, with specific attention <strong>to</strong> thermal conditions inthe work environment; lighting according <strong>to</strong> luminance values; visibility in areas immediately outsidethe workplace; unobstructed space for work performance; maintenance of buildings of workplaces;assuring noise levels below 85 dB; measures regarding flooding during construction <strong>and</strong> fireprecautions including emergency exits.2. Air quality <strong>and</strong> waste managementa) Waste <strong>and</strong> air quality management plans must be in place <strong>and</strong> implemented at points of entry.b) A records of all moni<strong>to</strong>ring/sampling results of emission levels <strong>and</strong> waste management auditsconducted must be kept;c) The collection, h<strong>and</strong>ling, s<strong>to</strong>rage <strong>and</strong> disposal of waste on the premises must be in compliance withthe <strong>National</strong> <strong>Environmental</strong> Management, Waste Act 59 of 2008 <strong>and</strong> conform <strong>to</strong> the requirements asset out in the section ….of the <strong>Norms</strong> <strong>and</strong> St<strong>and</strong>ards for Waste Management.d) Plicy <strong>and</strong> procedures should be available <strong>to</strong> ensure that all the facilities which may give rise <strong>to</strong>pollution operate effectively. The policy should clearly define the duties <strong>and</strong> responsibilities of relevantstakeholders <strong>and</strong> of designated staff members <strong>and</strong> establish levels of accountability.e) Refuse bins must be provided at strategic places on the point of entry premises <strong>to</strong> eliminate <strong>and</strong>minimize littering <strong>and</strong> illegal dumping of waste.3. Noise controla) Disturbing noises emanating from vessels, flights, vehicles, refrigeration machines, fan systems,compressors, air conditioners, etc. must be controlled not <strong>to</strong> exceed the “disturbing noise” levelspecified in the Noise Regulations promulgated in terms of the <strong>Environmental</strong> Conservation Act, 1989(Act 73 of 1989) .b) Vehicles must not emit noise that exceeds the limits prescribed in Regulation R896 of 27 April 1990(Noise Regulations) where the measuring point is described in SABS 0181 of 1981.c) Information with regard <strong>to</strong> the measurement of noise levels must be recorded.4.
