h) Adequate <strong>and</strong> potable water available within 200m of the school premises.i) Adequate, basic <strong>and</strong> appropriate sanitation facilities available within 200m of the school premises.j) Approved methods of waste s<strong>to</strong>rage <strong>and</strong> disposal must be adopted <strong>to</strong> prevent offensive odours <strong>and</strong>attracting flies.k) A central refuse s<strong>to</strong>rage area must be provided on the premises for the s<strong>to</strong>rage of waste pendingremoval by the municipality waste removal services.l) Adequate number of refuse containers must be provided for the collection of waste in various areason the premises. The containers should therefore be transferred <strong>to</strong> the central s<strong>to</strong>rage area.SECTION 1: CHILD CARE CENTERSFor the purpose of this document, a child care centre shall refer <strong>to</strong> a facility that provides care for“children under the age of 6 years” who are not yet attending a formal school or equivalent. These shallinclude full time day care or half day care where more than 3 children are being care for between theages of 0-6 years. Child care centers also include afterschool care services for school going children.The following types of child care services are applicable:Part time day care:A part time day care center provides day care services for a maximum of only 5 hours per day <strong>and</strong>accommodates children of between the ages of 0-6 years.Full time day care:A full day care provides day care for more than 5 hours per day <strong>and</strong> accommodates children between theages of 0-6 years.Child minders/ Day mothers:Child minders/day mothers provide child care services in their own homes for a full day. Not more than 6children may be accommodated on the premises at a time (including the child minders own children).Play groups:Play groups provide child care services for half day only (not more than 5 hours per day). Only amaximum of only 20 children between the ages of 3-5 years may be accommodated.Drop off centers service:Drop off centers provides care for children for a period of not more than 2 hours while a parent orguardian is temporarily unavailable (mainly located at shopping centers <strong>and</strong> usually operate duringweekends).After care centers:After care services are services provided for school going children <strong>and</strong> are mainly operational in theafternoon. Children at primary school level (grade R <strong>to</strong> grade 7) are mainly accommodated.1. NORMS1.1 The premises operated under a valid <strong>Health</strong> Certificate issued by an <strong>Environmental</strong> <strong>Health</strong>Practitioner of a relevant District or Metropolitan Municipality, <strong>to</strong> the effect that the premises <strong>and</strong>general facilities comply with environmental health requirements.1.2 The premises promote a healthy <strong>and</strong> safe environment, free from environmental hazards <strong>and</strong>diseases <strong>and</strong> welfare of the children accommodated.1.3 Staff members adequately qualified in child care, <strong>and</strong> knowledgeable in health <strong>and</strong> safety aspects<strong>relating</strong> <strong>to</strong> children.1.4 Playground equipment in compliance <strong>to</strong> the SANS 51176: 2010 for playground equipment <strong>and</strong>surfacing.2. ENVIRONMENTAL HEALTH MONITORING STANDARDS2.1 A Day care center must be inspected at least once every quarter (not less than 3 times in a year).The risk profile of the day care center should also inform the frequency of inspections of specificpremises.<strong>Environmental</strong> health inspections of day care centers should include:DOH. <strong>Norms</strong> <strong>and</strong> st<strong>and</strong>ards for environmental health in South Africa Feb 2013 15
