Human Settlements<br />
Chhukha. Certified land registration based on systematic cadastral survey is gradually replacing the Cadastre of<br />
Marthrams which had been based on inadequate surveys. A computerised data base for land records is also being<br />
prepared.<br />
II. Institutions<br />
14.6 Until 1989, the principal Government agency responsible for urban development was the <strong>National</strong> Urban<br />
Development Corporation and the Royal Insurance Corporation acted as the implementation agency to develop<br />
public sector housing. The functions of the NUDC were transferred to the Ministry of Social Services in 1989 to<br />
integrate urban planning, development and management functions with the other Departments in the human<br />
settlement sector. The Department of Works and Housing is responsible for water supply, sanitation and rural and<br />
urban planning. Within the Department are 3 Divisions: a Public Health Engineering Division, Housing Division and<br />
Urban Planning Division. The Government has recently decided to integrate the construction of water supply<br />
facilities with the construction of household latrines and smokeless stoves. The Public Health Division of the<br />
Department of Health Services also collaborates with other relevant Departments to promote health and hygiene,<br />
mainly through the construction of simple household pit-latrines.<br />
14.7 The provision of municipal services have been made the responsibility of City Corporations in Thimphu and<br />
Phuntsholing, and Municipalities or Dzongkhag Administrations in the other 30 urban areas. In rural areas, the Gup<br />
is responsible for tax assessment and collection and assisting the Dzongkhag Administration in service delivery. Both<br />
Thimphu and Phuntsholing City Corporations are headed by a Thrompon (City Administrator or Mayor). City<br />
Corporations and Dzongkhag Administrations are empowered to raise revenues to cover part of the cost of services<br />
through taxation.<br />
14.8 While the Department of Works and Housing is responsible for the planning and designing of rural and urban<br />
infrastructure the private sector is largely responsible for actual construction, for both the RGOB and private<br />
individuals and companies. Most of the labour force in the construction sector are from India. In 1987 RGOB<br />
adopted a policy intended to reduce reliance on foreign labour and incentives were provided to nationals to attract<br />
them into the construction sector under the <strong>National</strong> Workforce programme. There were 97 local contractors<br />
registered in 1990, categorised in 4 grades. The highest grade contractors are allowed to undertake contracts<br />
exceeding Nu. 3 m and less than Nu. 10 m, with the lowest grade being allowed to undertake 1 contract not exceeding<br />
Nu. 0.5 m at one time.<br />
14.9 In 1989 taxation reforms were introduced, with the aim of simplifying the assessment and administration to<br />
enable increased domestic resource mobilisation. The urban reforms were related to the need for city corporations<br />
and town municipalities to increase the revenue raising capacities to meet their recurrent costs. In urban areas,<br />
revenue is raised form the Urban House Tax and the Service Charge.<br />
14.10 The Department of Survey and Land Records is responsible for updating land records and other landuse<br />
information for application in other fields. The Department of Survey and Land Records under the Ministry of Home<br />
Affairs had a total staff strength of 90 as of July 1991. It has the following divisions: (i) Topographical, Geodetic and<br />
Photogrammetric Survey Division, (ii) Land Revenue Survey Division (iii) Land Records and Settlement Division,<br />
and (iv) Cartography, Map Reproduction and Printing Division. The Survey of Bhutan also prepares topographic<br />
maps of the country and offer services to all users various Departments : Animal Husbandry, Education, Trade and<br />
Industries, Works and Housing, Tourism, private agencies, etc. The Survey of Bhutan is the coordinating and storage<br />
agency for aerial photography, satellite imagery and its products.<br />
III. Constraints<br />
Rural Housing Design<br />
14.11 Rural houses are spacious, beautiful, and structurally sound using the building materials that are locally<br />
available. Like other elements of Bhutanese culture, the continuity in the architecture gives the communities a sense<br />
of identity. However, rural houses have many deficiencies with regard to health, hygiene, sanitation and convenience.<br />
There is inadequate insulation so that space heating is not efficient. Because the chimneys are not well designed,<br />
smoke is a major source of respiratory disease. There is usually no suitable bathing and waste disposal facilities,<br />
partly due to the absence of piped water supply in the house.<br />
