MONETARY POLICY<br />

I. IntroductionI. Introduction<br />

8.1 This chapter explains the Royal Government's fiscal and monetary policies for the Seventh Five Year Plan.<br />

Broadly speaking, fiscal policy is concerned with the level of government expenditure and how it is financed.<br />

Monetary policy concerns the currency, interest rates, inflation, regulation of the financial sector, and domestic and<br />

foreign borrowing. Fiscal and monetary policies are closely related, notably because of the monetary effects of any<br />

government budget deficit.<br />

8.2 The institutions chiefly responsible for monetary and fiscal affairs are:<br />

(a) The Ministry of Finance, which is responsible for long term planning of monetary and fiscal policy, the<br />

preparation of annual budgets and the control of expenditure; only the Ministry of Finance is<br />

empowered to borrow money or issue loan guarantees on the Government's behalf.<br />

(b) The Royal Monetary Authority, which performs the usual functions of a central bank, including issue of the<br />

currency, regulation and supervision of financial institutions, and control of foreign exchange.<br />

(c) The Planning <strong>Commission</strong>, which is responsible for setting national priorities and drawing up public<br />

investment programmes, to bring about economic development consistent with fiscal and monetary<br />

policies. The Planning <strong>Commission</strong> also liaises with the Ministry of Finance to ensure that annual<br />

budgets reflect the strategy and priorities of the Five Year Plan.<br />

8.3 This chapter has the following sections:<br />

(a) revenue and taxation policy and targets for 7FYP;<br />

(b) monetary policy and strategy for the financial sector.<br />
