17.84 The development of management plans for protected areas will continue during the 7FYP. The DOF is<br />

considering revising the boundaries of the reserves, as the existing areas include a high proportion of alpine and<br />

tropical habitats and lack of temperate and subalpine habitats. The DOF will also develop regulations on types of<br />

activities and land uses allowed in each of the protected areas. Due to resource constraints the DoF will prioritise<br />

the planning of reserves and develop management plans for these areas.<br />

Research and Extension Research and Extension<br />

17.85 The Research programme will continue during the 7FYP, with greater efforts to integrate the programme<br />

with the Departments of Agriculture and Animal Husbandry. The extension programme will be more clearly<br />

defined, with greater emphasis on involving communities in forestry activities.<br />

Marketing Development ProgrammesMarketing Development Programmes<br />

17.86 Agricultural marketing and pricing issues will be the responsibility of the PPD of the MOA. The Food<br />

Corporation of Bhutan will remain a Department under the MOA and will be responsible for activities which are<br />

considered to be in the public interest and would not be provided by the private sector. Some functions of the FCB<br />

may be better suited to private sector involvement and these will be considered during the 7FYP for privatisation.<br />

While these are considered, the FCB will continue to be responsible for wholesale distribution of essential<br />

commodities, with prices fixed by the FCB on the advice of the MOA PPD. The FCB will continue to establish<br />

auction yards to facilitate marketing of agricultural products and will gradually privatise the management of the<br />

auction yards. A Marketing Unit will be maintained in the FCB to undertake research and to regulate the auction<br />

yards operated by <strong>Commission</strong> Agents. The FCB will also manage the distribution of World Food Programme<br />

commodities, and the storage and distribution of food security stocks. Consideration will be given to privatisation<br />

of the salt iodisation plant in Phuntsholing. To strengthen the storage capacity of the organisation, an additional<br />

5,600 MT of storage facilities will be constructed during the 7FYP.<br />
