understanding what <strong>to</strong> <strong>do</strong> as such an event had never occured <strong>be</strong>fore, had<br />

never <strong>be</strong>en anticipated, and as such no pro<strong>to</strong>cols had <strong>be</strong>en written <strong>to</strong><br />

handle this case.<br />
