The length of time having a GIS was identified as a significant inter-state variation. This<br />

is partially explained by the Victorian PIP partnership which assisted the establishment of<br />

a large number of geographic information systems at the start of the project. A significant<br />

difference was identified in the cost recovery policy between the states which reflected the<br />

more restrictive pricing and access arrangements in Queensland up until late 2004.<br />
