The local government survey highlighted the heterogeneous nature of local government, its<br />

capacity limitations and the factors which were important from a LGA perspective. These<br />

findings were integrated with the existing knowledge base on collaboration and data<br />

sharing to compile a model which recognises the nuances of the state-local government<br />

environments.<br />

7.2.2 Integration of Research Outcomes<br />

To assist in the integration of both the qualitative and quantitative research findings an<br />

initial summary of the issues which were identified during the research was compiled (see<br />

Table 7.1). It was found that the relative importance of each issue varied from one<br />

jurisdiction or environment to the next which made the decision on its overall level of<br />

importance difficult to assess. The source of the issue is identified in the table as S- <strong>State</strong><br />

<strong>Government</strong> Case Studies, L- <strong>Local</strong> <strong>Government</strong> Questionnaire or Th – Theoretical<br />

Investigation. Many of the issues emerged from multiple sources.<br />

As expected, some issues were not identified by the local government survey as the scope<br />

of the questionnaire was limited to understanding the capacity of local governments across<br />

a number of SDI related dimensions. However, the open ended responses (see appendix 4)<br />

of the questionnaire provided another valuable source of information. Issues or factors<br />

that were identified as being highly significant included defined business needs,<br />

resourcing, organisational support, policies, communication and issues relating to control.<br />
