a $5 billion fund. And the Commissiun's staff will<br />

present a case study of <strong>or</strong>ganized crime c<strong>or</strong>ruption in<br />

a $5 million fund. Wh<strong>at</strong>ever the size of the benefit<br />

fund, however, it will be apparent th<strong>at</strong> union fiduciaries<br />

and officials cannot exc<strong>us</strong>e their dereliction when it<br />

comes to benefit funds' management. The safety net f<strong>or</strong><br />

too many millions of Americans could be up f<strong>or</strong> grabs by<br />

<strong>or</strong>ganized crime.<br />

MR. RYAN; Mr. Walsh is a distinguished inves­<br />

tig<strong>at</strong><strong>or</strong> who has been assigned to the President's Commis­<br />

sion on Organized Crime. He has been with the Internal<br />

Revenue Service Criminal Investig<strong>at</strong>ion Division and has<br />

over 27 years of experience in law enf<strong>or</strong>cement. He has<br />

been the supervis<strong>or</strong> of a number of maj<strong>or</strong> investig<strong>at</strong>ions<br />

during his career and he was the supervis<strong>or</strong> of the par­<br />

ticular investig<strong>at</strong>ion we are about to disc<strong>us</strong>s.<br />
