In my judgment the Central st<strong>at</strong>es Funds are now structured as<br />

model funds, and I would hope th<strong>at</strong> we all can learn from the<br />

Central st<strong>at</strong>es experience and from the example we <strong>have</strong> now<br />

! cre<strong>at</strong>ed. I further believe th<strong>at</strong> there should be legisl<strong>at</strong>ion to<br />

cre<strong>at</strong>e necessary protections f<strong>or</strong> Taft-Hartley funds along the<br />

lines of our Consent Decrees, which are good examples f<strong>or</strong> many of<br />

those protections. I believe new legisl<strong>at</strong>ion should establish<br />

standards f<strong>or</strong> professional management of fund assets, and also<br />

require th<strong>at</strong> internal fund management be by qualified<br />

professionals. <strong>If</strong> such legisl<strong>at</strong>ion were to pass, and I hope the<br />

idea will be considered, the experience of Central st<strong>at</strong>es would<br />

truly <strong>have</strong> served as a positive influence f<strong>or</strong> all Taft-Hartley<br />

funds.<br />
