In GEF-supported LME projects, <strong>the</strong> countries bordering an LME jointly prepare<br />

analyses that rank coastal resource issues, identify and prioritize transboundary<br />

problems, analyze socioeconomic impacts, outline root causes and advance<br />

possible remedies and actions for sustaining LME goods and services. The<br />

planning and implementing of <strong>the</strong>se LME projects to recover depleted fisheries,<br />

reduce coastal pollution and restore damaged habitats in an LME is supported<br />

financially by <strong>the</strong> GEF for two 5-year phases. Following consensus reached on<br />

priority transboundary issues to be addressed based on a12-month period of<br />

Transboundary Diagnostic Analysis (TDA) and agreement on a Strategic Action<br />

Program (SAP), <strong>the</strong> participating countries proceed (Duda and Sherman 2002) to<br />

operationalize <strong>the</strong> 5-module LME assessment and management approach.<br />

Governance arrangements for <strong>the</strong> use of marine goods and services are being<br />

developed and implemented in an additive and integrated manner across <strong>the</strong><br />

multiple sectors of <strong>the</strong> LME, including fish and fisheries, marine transportation,<br />

tourism, offshore oil and gas production, mining and o<strong>the</strong>r sectors. A system of<br />

indicators for measuring <strong>the</strong> changing conditions of those human activities in<br />

relation to gains or losses of benefits to <strong>the</strong> coastal communities is essential input<br />
