The paradigm shift toward ecosystem based management described by<br />
Lubchenco (1994) and fur<strong>the</strong>r defined and endorsed by 212 senior researchers<br />
(McLeod et al. 2005) is now being operationalized in <strong>the</strong> 16 GEF-supported<br />
LME projects in Africa, Asia, Latin America, and eastern Europe (Figure 1).<br />
The Chief Technical Advisors of <strong>the</strong> projects are adopting <strong>the</strong> 5-module approach<br />
to accommodate <strong>the</strong> unique attributes relative to present ecosystem conditions.<br />
Common to all projects is <strong>the</strong> GEF TDA and SAP process for project planning<br />
and implementation. To ensure <strong>the</strong> country-drivenness of <strong>the</strong> project, a period of<br />
12 to 18 months is allocated to move ahead on adding and integrating multiple<br />
sectoral indicators of changing conditions of ecosystem goods and services<br />
across <strong>the</strong> five modules. The TDA and SAP provide <strong>the</strong> programmatic<br />
framework for focusing actions for recovery of depleted fisheries, restoring<br />
degraded habitats, controlling nutrient overenrichment, reducing coastal pollution,<br />
conserving biodiversity, and adapting to climate change while ensuring<br />
sustainability of socioeconomic benefits of ecosystem goods and services to <strong>the</strong><br />
populations of coastal nations participating in <strong>the</strong> GEF-supported LME projects.<br />
