4. student learning<br />
All education systems are judged by how much students learn and develop<br />
during their time in the system. The Ministry aspires to elevate the quality of<br />
Malaysian student outcomes to a level at par with the top third of education<br />
systems in the world. In line with the National Education Philosophy,<br />
the Ministry’s approach to education is focused on developing students<br />
holistically. This means, the education system addresses intellectual,<br />
spiritual, emotional, and physical development, alongside a strong sense of<br />
national identity. This section examines how the Ministry plans to achieve<br />
its student learning aims by re-assessing its curriculum and assessment,<br />
language policy, provisions for students with specific needs, and finally, its<br />
ability to translate policy into actions for school improvement.<br />
Curriculum and assessment must be aligned with international<br />
benchmarks to ensure that Malaysian students are acquiring the<br />
knowledge and skills necessary for their success in the 21 st century and<br />
beyond, along with a passion for lifelong learning. To fully capitalise<br />
on Malaysia’s natural multicultural advantages, language policy will<br />
be updated to promote proficiency in at least Bahasa Malaysia and the<br />
CurriCulum AND AssessmeNt<br />
The Ministry will ensure the provision of an all-rounded curriculum<br />
benchmarked to international standards to produce students with the<br />
skills required to compete at an international level. This curriculum will<br />
address the intellectual, spiritual, emotional, and physical dimensions<br />
of each student.<br />
It will emphasise the application of knowledge and the development<br />
of critical, creative, and innovative thinking skills. It will provide<br />
students with the opportunity to learn arts, be involved in at least one<br />
sporting activity and other co-curricular activities. The Ministry will also<br />
ensure the holistic assessment of students via National Examinations<br />
and School-based Assessments or Pentaksiran Berasaskan Sekolah<br />
(PBS). Measures undertaken will include:<br />
<strong>Eng</strong>lish language. In making these improvements, special care will be<br />
taken to ensure that groups with needs that differ from the mainstream<br />
still have every opportunity to fulfil their potential. Finally, as school is<br />
the centre where learning takes place, state and district capabilities will be<br />
strengthened to ensure that ambitious policies consistently and credibly<br />
translate into a world-class experience in the school and classroom.<br />
▪ Redesigning the primary and secondary school curricula to align<br />
with international standards;<br />
▪ Upgrading assessment frameworks to increase items that test<br />
higher-order thinking skills in both national examinations and PBS,<br />
and to move towards standard-referencing in PBS;<br />
▪ Intensifying teacher support to ensure the written curriculum is<br />
accurately translated into classroom teaching through better<br />
teaching resources and an expanded School Improvement<br />
Specialist Coach (SISC+) role; and<br />
▪ Introducing Literacy and Numeracy Screening (LINUS) 2.0 with an<br />
expanded scope to address <strong>Eng</strong>lish literacy.
