These changes will necessitate the implementation<br />

of strategic support systems to engage students in<br />

The <strong>Blueprint</strong> is the result of a multitude of analyses,<br />

interviews, surveys, and research conducted with<br />

the support of national and international education<br />

experts, officials, teachers, principals, and parents<br />

all across Malaysia. In addition, through the National<br />

Dialogue conducted earlier this year, almost 12,000<br />

members of the public and various stakeholder groups<br />

were consulted for their ideas and feedback.<br />

In this <strong>Blueprint</strong>, we have set ourselves ambitious,<br />

yet achievable and feasible tasks to build a strong<br />

and efficient education system by 2025 that features<br />

universal access all the way through to secondary<br />

education, that will produce students who perform in<br />

the top third of international student assessments, to<br />

provide equal and quality educational opportunities<br />

for all students regardless of background or<br />

socioeconomic status and to instill a sense of common<br />

Malaysian identity amongst all students.<br />

our students. Placements of strong, school-based<br />

leaders will help to ensure schools comply with the<br />

high performance standards as prescribed by the<br />

Ministry of Education Malaysia. Furthermore, I am<br />

confident that with the cooperation from all internal<br />

and external stakeholders the implementation of<br />

this <strong>Blueprint</strong> will provide a sustainable and rapid<br />

transformation of Malaysia’s Education System.<br />
