Chapter 6 Ministry Transformation<br />

As the education system embarks on its<br />

ambitious journey of transformation,<br />

the Ministry must also transform<br />

itself to provide continued guidance,<br />

direction, and support as needed.<br />

The Ministry transformation will<br />

strengthen two key areas: resource<br />

productivity and delivery capacity.<br />

These reforms will enable the Ministry<br />

to better focus on and deliver what<br />

really counts: student learning and<br />

outcomes. Firstly, the Ministry will reallocate<br />

its resources to programmes<br />

and policies that impact critical levers<br />

such as teacher training, thus improving<br />

the ROI of Ministry expenditure. It will<br />

also change its spending approach on<br />

school infrastructure and ICT. Secondly,<br />

the Ministry will empower its “middle<br />

layer”—the JPNs and PPDs—to help<br />

bridge the gap between policy and<br />

practice. Providing more authority and<br />

accountability at the JPN and PPD level<br />

will bring decision-making closer to<br />

where learning occurs, allowing schools<br />

to better identify and address the unique<br />

needs and challenges of their students.<br />
