Chapter 7 System Structure<br />

Malaysia must adjust the structure of its<br />

education system to allow all students to<br />

have access to the right set of educational<br />

opportunities at the right time—from<br />

cradle to career. A four-pronged strategy<br />

is required to achieve this. Firstly,<br />

basic structural elements such as the<br />

number of years of formal schooling and<br />

compulsory education will be aligned<br />

with high-performing education systems<br />

such as Singapore and Hong Kong. The<br />

education system will also continue to<br />

develop attractive and viable pathways<br />

that cater to the diversity of interests<br />

and talents of Malaysian students.<br />

Particularly critical to the nation’s<br />

development will be the strengthening<br />

of vocational education. The Ministry<br />

is also systematically moving the<br />

education system from a school-based<br />

model of learning to a broader learning<br />

system. This will require stronger levels<br />

of ownership and engagement from<br />

parents and local communities towards<br />

their children’s education. Finally, the<br />

private sector will play a critical role<br />

in driving many of these changes—in<br />

preschools, vocational education, and<br />

other segments.<br />
