The first year, particularly the first hundred days, can define the<br />
success of a transformation. The Malaysian education system is<br />
entering an intensive period of change. Some of the most significant<br />
results of these changes, such as improvements in performances on<br />
international assessment, will only be visible a few years down the<br />
road. However, over the next twelve months, the public can expect to<br />
see significant changes in the way the system is run that will form the<br />
foundations of these future results. Here is what to expect over the<br />
coming months:<br />
the run-up to the final <strong>Blueprint</strong><br />
▪ Extensive public consultation: Once this <strong>Blueprint</strong> is released,<br />
the Ministry will embark on a second round of intensive public<br />
consultations to gather feedback from different stakeholder groups to<br />
incorporate into Final <strong>Blueprint</strong>. The Ministry will conduct another<br />
round of town hall discussions and repeat all closed-door sessions<br />

▪ Release of the Final <strong>Blueprint</strong>: By mid-December 2012, the<br />
Ministry will have consolidated all feedback, incorporated it, and<br />
submitted the Final <strong>Blueprint</strong> to the Cabinet.<br />

The Ministry recognises the urgency and the importance of the task at<br />
hand. In parallel to writing the Final <strong>Blueprint</strong>, the Ministry will start<br />
taking immediate action in a few critical areas. Many of these actions<br />
will form the foundations of dramatic changes further down the road.<br />
However, the Ministry also recognises the need to deliver outcomes<br />
quickly and consistently in order to build and maintain the momentum<br />
of the transformation. Over the next 12 months, the Ministry commits<br />
to delivering the changes and outcomes in Exhibit 8-4:<br />
