Foreword<br />

TA key priority for this transformation is to ensure better<br />

alignment between policy formulation and implementation<br />

along the entire education value chain. Another priority is<br />

to improve resource productivity by strengthening the link<br />

between desired outcomes and the effective allocation of<br />

resources as well as efficient implementation and evaluation of<br />

relevant programmes and projects.<br />

Leadership, guidance and support from the Ministry, state<br />

education departments, district education offices as well as<br />

schools, will be critical to achieve these aspirations. Fulfilling<br />

these crucial roles will require a fundamental transformation<br />

in the Ministry’s organisational structure and operations,<br />

which needs to evolve into a more responsive, transparent and<br />

outcomes-focused organisation. The capacities and capabilities<br />

of personnel at the state and district levels will be enhanced.<br />

Greater autonomy and balanced accountability will also be<br />

provided to enable flexibility in delivering solutions tailored to<br />

the unique needs of students. This will also require constructive<br />

networking with key stakeholders across Government agencies,<br />

parents, community groups and the private sector.<br />

I would like to express my sincere appreciation to the dedicated<br />

and hardworking Ministry personnel across Malaysia, many<br />

of whom perform their indispensable service of educating<br />

the nation’s children in varying conditions. Although many<br />

challenges still lie ahead, I am confident that by working<br />

together we can deliver our shared goal: a quality education<br />

system that equips all Malaysians with the knowledge, skills<br />

and values to be successful citizens in the 21st century.<br />
