The Ministry is at the starting point<br />

of its journey to develop an education<br />

system capable of producing Malaysians<br />

who will be competitive in a globalised,<br />

21st century world. This requires a<br />

reconsideration of what student learning<br />

means, and a rearticulation of the kinds<br />

of skills that the Malaysian education<br />

system wants to inculcate in its students.<br />

In order to truly transform student<br />

learning, change needs to happen at all<br />

levels—the Ministry, states, districts,<br />

schools, principals, and teachers.<br />

In the initial years of its journey, the<br />

Ministry will focus on strengthening<br />

existing foundations as well as delivering<br />

early results. The Malaysian education<br />

system will also evolve from a one-sizefits–all<br />

approach to implement contextspecific<br />

solutions in order to thrive.<br />

As the system improves, the Ministry<br />

will roll out more structural reforms to<br />

curricular and assessment and award<br />

greater operational flexibility to states,<br />

districts, and schools.<br />
