IndePendent revIew Panels<br />

To provide independent opinions on the education system as a whole<br />

and on the review itself, a review panel comprised of Malaysian and<br />

international representatives was formed.<br />

The Malaysian panel constituted twelve members, selected to provide<br />

perspectives from both academic and private sector backgrounds.<br />

Since the formation of the Malaysian review panel in 2011, panel<br />

members have convened eight times at the time of this preliminary<br />

<strong>Blueprint</strong> to review key diagnostic findings, provide ideas on priority<br />

themes for action, and to give advice on successful implementation for<br />

the future development of the <strong>Blueprint</strong>. Additional meetings with the<br />

panel will be convened to finalise the <strong>Blueprint</strong>.<br />

International review Panel<br />

The four members of the international panel were commissioned<br />

to provide expert opinion from their deep experience in education<br />

globally:<br />

▪ Dr. Andreas Schleicher, Head of Analysis and Indicators,<br />

OECD: to provide global expertise and perspectives on education<br />

system reviews, and relevant best practices from education system<br />

transformation efforts in other countries;<br />

▪ Dr. Byong-man Ahn, Former Minister of Education of Korea:<br />

to provide perspectives from experience in leading the Korean<br />

education system and from the Korean education reform journey;<br />

▪ Professor Michael Fullan, Special Advisor to the Premier and<br />

Minister of Education Ontario, Canada: to bring insights from<br />

global education reform efforts and from his extensive experience of<br />

leading successful system transformation in Ontario;<br />

▪ Professor Sing Kong Lee, Director of the National Institute<br />

of Education (NIE), Singapore: to provide perspectives from<br />

the Singapore education reform experience, and expertise on<br />

professional development of teachers and school leaders; and<br />

Their guidance and ideas have served as external, objective input to the<br />

Ministry in enhancing the robustness and comprehensiveness of the<br />

education review process and the development of the <strong>Blueprint</strong>.<br />
