Why the IFI and Not Other Institutions?47IFIs already exist, and have accumulated a significant knowledge base, reasonably well <strong>de</strong>velopedfunctional, multilateral, representative governance structures, and they have amasseda significant capital base, with unabated access to the high rated credit markets. All oftheir strengths can be utilized, and their weakness addressed. In fact, nothing addressesimbed<strong>de</strong>d weakness more promptly than a sound re<strong>de</strong>finition of focus. Separating enhancedresearch capabilities from lending functions would re-energize their missions and injectintellectual lea<strong>de</strong>rship to the next set of objectives.Not all IFIs should survive or engage in every one of these projects. Nor are all these needsequally pressing. The World Bank Group and Regional Banks can easily focus on enhancingtheir endowment-financed autonomous and outsourced research functions and <strong>de</strong>velopingsecondary mortgage markets (with or without the help of FNMA and Freddie Mac) by creatinga Mortgage Lending Bank affiliate. The IFIs can also leverage their <strong>de</strong>velopment activitiesthrough leading NGOs, as well as help them increase their access to capital markets.The IMF and other leading research institutions can <strong>de</strong>velop a balance sheet for countriesand governments to better un<strong>de</strong>rstand all the resources and tra<strong>de</strong>offs available for growthand national wealth, asset, liability, and capital management. Maybe a new Labor Bank (orBanks) needs to be created to manage global human capital flows more efficiently. But allthese institutions should use some of their capital to endow, with more appropriate andsegregated investment policies, substantially enhanced research functions. To end in a lightinclusive spirit, in the era of WIKIs we can all benefit by engaging the creative thought ofanyone with good (or bad) i<strong>de</strong>as on any of these initiatives.
